ADOPT Position Adjustment Resolution No. 21132 to reclassify position No. 13547 and its incumbent from Network
Administrator II (LNSB) (represented) from salary level ZA5 1787 ($6,096-$7,410) to Network Manager (LBHA)
(represented) at salary level ZA5 1884 ($6,711-$8,157) in the Public Works Department.
FISCAL IMPACT:
This action will result in a maximum annual increase for the department of $8,964.12, however, the funding for this
position will not affect the General Fund, as it comes from various road and flood control funds within our
department.
BACKGROUND:
Due to budgetary layoffs in the Public Works Department in April, 2010, the Information Technology (IT) Division
has been operating without a manager. As a result, the current position of Network Administrator II has taken
additional responsibilities in the IT division, particularly with network functions; the incumbent is responsible for the
overall coordination, development,

BACKGROUND: (CONT'D)
and implementation of our Local Area Networks/Wide Area Networks (LANs and WANs). In addition the
incumbent is also responsible for capacity, technology, and disaster planning; and budgeting to insure an efficient,
effective, reliable infrastructure and a technical disaster data recovery plan.
The current Network Administrator II also consults with other County Departments and other agencies regarding
PW's information technology infrastructure. And is responsible for developing and enforcing IT policies within
the department, and provides direct supervision to the network staff, including planning, organizing, and
coordinating work assignments, and evaluating their work.
Finally, with the recent merger of the Public Works Department and General Services Department, the scope of
information technology work has increased, as well as the additional programs and increased number of users.
Public Works has evaluated the preponderance of duties to fall within the Network Manager classification. Not
only is the incumbent performing duties consistent with the classification of Network Manager, he also meets the
minimum qualifications for this position.
CONSEQUENCE OF NEGATIVE ACTION:
A Public Works Network Manager classification is essential to the operational success of our department. Failure
to implement the aforementioned actions will result in our department not being able to effectively manage the
LANs and WANs, and will halt the ongoing progress in the IT coordination between the merged departments.
Additionally, the current incumbent in the position of Network Administrator II will continue to be inappropriately
compensated for the current level of work being performed.
