Alexander Richmond, CA 94804 FISCAL IMPACT: None. BACKGROUND: The Economic Opportunity Council was established on January 16, 1965. It is the federally designated Community Action Program tri-partite oversight council in Contra Costa County. It is charged with the mission of working jointly with the Community Services Bureau in developing a Community Action Plan that guides the use of Community Services Block Grant Funds. The members of the EOC review, study and hear presentations from members of the community to assist them in studying the root causes of poverty in the county. They use this information to develop funding strategies to address these root causes. One of their primary strategies is to seek out partnerships with other community organizations that are also pursuing long-range strategies for low-income people. Supervisor Gioia advertises for his open advisory board seats in a number of ways including through his website, eblasts, newsletters, and the traditional media. He interviews all eligible candidates. Mr. Alexander is a Facility Manager at RichmondBUILD, a construction skills job training program funded by the Workforce Development Board. He has also worked as a researcher for the SEIU and as an analyst for the AFL-CIO. He was a BA degree from Duke University in Public Policy and Economics.
