APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a consulting services agreement
with Kimley-Horn and Associates, Inc., in an amount not to exceed $450,000 to provide transportation engineering
services for the Bailey Road/State Route 4 Interchange project, for the period November 1, 2012 through November
1, 2015, Project No. 0662-6R4121, Bay Point area.
FISCAL IMPACT:
The project is funded by the Contra Costa Transportation Authority (Measure J – Pedestrian Bicycle and Trail
Facilities Program (77%) and the Road Fund (23%).
BACKGROUND:
The Public Works Department requires transportation engineering services for the Bailey Road/State Route 4
Interchange project. The Consultant will assist Public Works Department transportation engineering staff in
preparing a project initiation document (PID) for modification of the ramps at the Bailey Road/State Route 4

BACKGROUND: (CONT'D)
Costa County and California Department of Transportation (Caltrans) indicates that the PID for this project shall
be a project study report-project development support (PSR-PDS). Tasks to be performed include project
management, problem definition and site assessment, initial alternative development, alternative analysis, and
PSR-PDS preparation. The project is one element of the County’s larger Bailey Road Pedestrian and Bicycle
Improvement Plan.
CONSEQUENCE OF NEGATIVE ACTION:
Without Board of Supervisors’ approval, the consulting services agreement will not be executed. Development of
the PID for the Bailey Road/State Route 4 Interchange project would be delayed, ultimately delaying
improvements.
