1. APPROVE the design and bid documents, including plans and specifications, for the Tree Restoration Project at
the West County Detention Facility, 5555 Giant Highway, Richmond.
2. AUTHORIZE the Director of Public Works, or designee, to solicit bids to be received on or about December 4,
2012, and to issue bid addenda, as needed, for clarification of the bid documents, provided the involved changes do
not significantly increase the cost estimate for the initial construction contract.
3. DIRECT the Clerk of the Board to publish, at least 14 calendar days before the bid opening date, the Notice to
Contractors in accordance with Public Contract Code Section 22037, inviting bids for this project.
4. DIRECT the Director of Public Works, or designee, to send notices by either fax or email, if available, and by U.S.
Mail to the construction trade journals specified in Public Contract Code Section 22036 at least 15 calendar days
before the bid opening date.

FISCAL IMPACT:

BACKGROUND:
Plans and specifications for the project have been prepared for the Public Works Department by Stantec Architecture,
Inc. and filed with the Clerk of the Board by the Director of Public Works. The construction cost estimate is $245,000
and the general prevailing wage rates are on file with the Clerk of the Board of Supervisors and will be the minimum
rates paid on this project.
Adjacent to the West County Detention Facility ("WCDF") parking lot is a vacant site where a eucalyptus grove was
removed during the summer of 2011 as part of an energy retrofit project. The eucalyptus grove served as a visual
buffer for the WCDF. This restoration project will provide appropriate replacement vegetation, including trees, and
provide an aesthetically pleasing entrance to the nearby Point Pinole Regional Shoreline. The restoration area is
approximately 5 acres in size. The restoration area will also provide a landscape buffer between the neighboring Point
Pinole Regional Park (operated by the East Bay Regional Park District) and the WCDF.
The project scope involves the restoration of the area with native vegetation and the establishment of a buffer area
between the park entrance and the WCDF. The new plantings will include a mixture of shrubs and trees appropriate
to the climate and site conditions, with an emphasis on native species. An irrigation system and some minor drainage
improvements are also included.
CONSEQUENCE OF NEGATIVE ACTION:
If the project is not approved, this would result in a delay in restoration of the vacant parcel.
