Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Contract
Amendment Agreement #74-443-1 with, a non-profit corporation, effective June 1, 2012, to amend Novation
Contract #74-443, to increase the payment limit by $414,000, from $406,031 to a new payment limit of $820,031,
with no change in the original term of March 1, 2012 through June 30, 2013, and to increase the automatic extension
payment limit by $207,000, from $150,000 to a new payment limit of $357,000, with no change in the term of the
automatic extension, through December 31, 2013.
FISCAL IMPACT:
This Amendment is funded 59% by CalWORKs Alcohol and Other Drug Services (AODS), 29% CalWORKs Mental
Health and 12% Substance Abuse Prevention and Treatment Federal Block Grant. (No rate increase)
BACKGROUND:
For a number of years the Behavioral Health Services Division/AODS, had contracted with New Connections, a
non-profit corporation, for the provision of a wide variety of substance abuse counseling, treatment programs and

BACKGROUND: (CONT'D)
notified County that it would cease all treatment operations effective February 29, 2012. Since that time, the Division
worked to find appropriate, alternative, providers of treatment from throughout the network of community-based
providers.
On June 5, 2012, the Board of Supervisors approved Novation Contract #74-443 with Ujima Family Recovery
Services for the period from March 1, 2012 through June 30, 2013, which included a six-month automatic extension
through December 31, 2013, for the provision of a perinatal day treatment program, as well as CalWORKs
assessment services.
Approval of Contract Amendment Agreement #74-443-1 will allow the Contractor to provide additional assessments,
treatment services, and outpatient group and individual counseling, formerly provided by New Connections through
June 30, 2013.
CONSEQUENCE OF NEGATIVE ACTION:
If this amendment is not approved, Contractor will not be paid for additional services provided to County’s clients in
need of perinatal day treatment, counseling or CalWORKs assessments.
