Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Contract
#74-452 with La Clinica de la Raza, Inc., a non-profit corporation, in an amount not to exceed $375,000, to provide
mental health services for Seriously Emotionally Disturbed (SED) children for the period from October 1, 2012
through June 30, 2013. This Contract includes a six-month automatic extension through December 31, 2013, in an
amount not to exceed $250,000.
FISCAL IMPACT:
This Contract is funded by 50% Mental Health Realignment and 50% Federal Financial Participation.
BACKGROUND:
This Contract meets the social needs of County’s population by providing community-based mental health services to
children which will result in greater home, community and school success.
Under Contract #74-452, Contractor will provide community-based mental health services including case
management and crisis intervention services focused on minority, SED, children in East Contra Costa County,

BACKGROUND: (CONT'D)
for the period from October 1, 2012 through June 30, 2013, including a six-month automatic extension through
December 31, 2013.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, there will be fewer mental health services available for minority SED children in East
Contra Costa County as the County solicits and engages an alternative contractor.
CHILDREN'S IMPACT STATEMENT:
This EPSDT program supports the following Board of Supervisors’ community outcomes: “Children Ready For and
Succeeding in School”; “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide
a High Quality of Life for Children and Families”. Expected program outcomes include an increase in positive social
and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
