APPROVE Appropriations and Revenue Adjustment No. 5024 to authorize new revenue in the amount of $139,242
in Probation Programs (0308) and appropriating it for the continued facilitation of the Proud Parenting Program in the
Probation Department.
FISCAL IMPACT:
$139,242 for the first year with possible 2 additional years non-competive application. (10% match required to be
funded by STAND! For Families Free of Violence)
BACKGROUND:
The Proud Fathers Program provides parent education, parent-child activities, and case management for young
fathers and fathers-to-be who are at risk of committing child abuse due to their histories of domestic violence or child
abuse, involvement in the criminal justice system, or other risk factors. The program relies on three strategies for
improving parent skills and parent-child relationships:
1. Parenting education thought an evidence-based parent education curriculum
2. Referrals to case management to guide parents toward self-sufficiency

3. Supervised parent-child activities and excursions, where parents can practice the skills they have learned.
The Proud Fathers Program currently serves low and very-low income fathers and fathers-to-be, most of whom
are young fathers involved in the criminal justice system. Since 2010, Proud Fathers, facilitated by STAND! For
Families Free of Violence, has served 137 fathers involved with the probation Department, and anticipate being
able to expand this client base significantly to include mothers and mothers-to-be involved with the probation
Department.
This year, the California Department of Corrections and Rehabilitation, Corrections Standards Authority, require
proposals be submitted by California County Probation Departments only. The initial grant period is July 1, 2012
though June 30, 2013 in an amount not to exceed $100,000 with two additional years possibly available on a
non-competitive basis.
CONSEQUENCE OF NEGATIVE ACTION:
The department will not be able to formally accept the grant and continue implementation of the program.
