APPROVE and AUTHORIZE the Chief Engineer, Contra Costa County Flood Control and Water Conservation
District (District), or designee, to execute an agreement between the District and the City of Antioch, in an amount
not to exceed $1,800,000, for Drainage Area 55 (DA 55), West Antioch Creek at 10th Street Drainage Improvement
Project, Antioch area.
FISCAL IMPACT:
The total expenditure from DA 55 is capped by the agreement at $1,800,000. These funds have previously been
collected from parcels in Antioch and have been budgeted for this project.
BACKGROUND:
Since its formation, Drainage Area 55 has included plans for capacity improvements on West Antioch Creek, and in
1993, the District constructed a project at 4th Street in Antioch and turned that facility over to the City for operation
and maintenance. While this greatly improved the level of flood protection from that point downstream, serious flood
risk continues to exist upstream of that project.
One of the areas with the most serious flood risk is at the 10th Street crossing of West Antioch Creek,

where the creek escapes its banks and floods the local neighborhood each winter. Neither the District (through
DA 55) nor the City alone has sufficient funds to implement the project at this location. The District and the City
have been closely coordinating for many years on preliminary design and financing issues. The City recently
applied for and was awarded nearly $3,000,000 in State Proposition 1E Grant Funds specifically for this project.
This funding, in conjunction with DA 55 funds, and other City funding sources is finally sufficient to implement a
project at 10th street and lower the flood risk in the adjacent community. The District and the City wish to
proceed with designing and building a project at this location.
The agreement, presented here for approval, was developed to establish the specific responsibilities of each party
during the planning, design, construction and post construction phases. In summary, the District (through DA 55)
provides $1,800,000 in funding and specific professional services, such as right of way and preliminary
engineering, the cost of which are deducted from the $1,800,000 not-to-exceed total. The City provides the
remainder of the services, including ownership and maintenance of the ultimate facility.
CONSEQUENCE OF NEGATIVE ACTION:
If the agreement is not approved, the District cannot partner with the City to implement needed drainage
improvements.
