APPROVE and AUTHORIZE the Public Works Director, or designee, to execute Amendment No. 1, effective March
15, 2012 for an existing On-Call Contract with Entrix, Inc., d/b/a Cardno Entrix, to add one additional sub-contractor
and incorporate new DBE language per Caltrans requirements as defined in the Amendment. (Countywide)
FISCAL IMPACT:
Work performed under this Amendment is funded by 48% Contra Costa County Flood Control & Water
Conservation District Funds, 48% Local Road and Transportation Funds, and 4% Airport Project Funds.
BACKGROUND:
The Public Works Department is involved in various projects in the County which require environmental consulting
services. After a solicitation process in 2011, this firm along with four other firms, were selected to provide “on-call”
environmental services. On March 13, 2012, the contract was approved by the Board of Supervisors.
Since the original contract was executed, the Contractor has provided on-call environmental services on multiple
projects. It has come to our attention that one

BACKGROUND: (CONT'D)
of the sub-contractors was inadvertently left off the original contract. In addition to this omission, Caltrans has
added a new language requirement regarding Disadvantaged Business Enterprises (DBE) that will affect
reimbursement of any federal funds for work under this Contract.
Approval of this Contract Amendment No. 1 will allow the Contractor to continue providing environmental
services, and allow the additional subcontractor to receive payment for their work.
All other terms and conditions in this Contract entered into on March 15, 2012 between the County and the
Contractor not modified by this Amendment No. 1 shall remain in full force and effect.
CONSEQUENCE OF NEGATIVE ACTION:
If the contract amendment is not approved by the Board of Supervisors, current and future projects will not obtain
necessary environmental clearances which may jeopardize funding and cause delays with construction.
