SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Approve and authorize the Chairman to execute on behalf of the County, Standard
Agreement (Amendment) #29-609-28 (State #83-81918 A-6) effective July 1, 1986 with
the State Department of Health Services to amend Standard Agreement 429-609-21
(effective January 1, 1984) for prepaid health services for Medi-Cal beneficiaries
with a $238,434 increase in the contract payment limit for FY 1986-87.
II . FINANCIAL IMPACT:
Approval of this amendment by the State will result in an increased State funding
encumbrance of $238,434, from $4,102,742 to a new total FY 1986-87 payment limit of
$4,341,176. However, the net effect on revenues of this increase is dependent upon
enrollment levels.
III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
On December 20, 1983, the Board approved Contract 429-609-21 with the State
Department of Health Services for prepaid health services for Medi-Cal benefi-
ciaries. Subsequent amendments were approved on May 8, 1984, February 26, 1985,
April 16, 1985, September 17, 1985 and June 3, 1986. The purpose of Standard
Agreement (Amendment) #29-609-28 is to establish the new per capita rates of
payment effective July 1, 1986, as required on an annual basis by Welfare and
Institutions Code Section 14301(a) . New capitation rates are as follows:
Public Assistance
Contra Costa AFDC $ 74.17 Disabled $163.16
County Aged $ 65.35 Blind $127.96
Medically Needy—No Share of Cost
Contra Costa AFDC $109.21 Disabled $463.70
County Aged $ 89.03 Blind $244.15
MI Children $102.58 MI Pregnant Women $418.88
The net projected revenue increase expected from this amendment is approximately
$50,000. This document has been approved by the Department Contracts and Grants
Administrator in accordance with the guidelines approved by the Board's Order of
December 1, 1981 (Guidelines for contract preparation and processing, Health
Services Department) .
The Board Chairman should sign nine copies of the contract, eight of which should
then be returned to the Contracts and Grants Unit for submission to State Department
of Health Services.
