ADOPT Resolution No. 2012/263, "Take-Home Vehicle Policy" and DIRECT the County Administrator to take necessary steps to implement the policy. 2. TERMINATE referral directing the Internal Operations Committee to review and recommend updates to the Garaging of Vehicles by Employees policy. FISCAL IMPACT: No additional fiscal impact. BACKGROUND: On October 5, 1993, the Board of Supervisors adopted a policy statement titled “Garaging of County Vehicles at an Employee’s Home” (Board Agenda Item No. FC.1), as recommended by the Finance Committee (Supervisors Gayle Bishop and Tom Powers). The policy essentially provides approval authority to Department Heads to authorize certain employees to take home and garage a county vehicle under several different scenarios. Staff from the County Administrator's Office, the Auditor-Controller's Office and the Public Works - Fleet Services Division updated the current policy for review by the Committee. On June 15, 2012, the Internal Operations Committee reviewed the proposed policy update and requested additional analysis regarding options for treatments of the fringe benefit to employees as authorized by the Internal Revenue Service. On October 8, 2012, the Internal Operations Committee determined that the current method used for calculating the taxable fringe benefit - the "Commuter Valuation Rule" - was sufficient and should not be changed. The Committee approved the revised policy, direct staff to forward to the Board of Supervisors for consideration on the consent calendar and recommended terminating the referral on this issue. In fiscal year 2011/12, there were 111 Take-Home vehicles assigned and 8,220 FTE positions Countywide. In fiscal year 2012/13, there were 105 Take-Home vehicles assigned and 8,398 FTE positions countywide. CONSEQUENCE OF NEGATIVE ACTION: The current policy will remain in effect.
