Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Contract
Amendment Agreement #74-249-9 with Catholic Charities CYO Archdiocese of San Francisco, a non-profit
corporation, effective April 1, 2012, to amend Novation Contract #74-249-8, to increase the payment limit by
$120,000, from $300,000 to a new payment limit of $420,000, with no change in the original term of July 1, 2011
through June 30, 2012, and to increase the automatic extension payment limit by $60,000, from $150,000 to a new
payment limit of $210,000, with no change in the term of the automatic extension, through December 31, 2012.
FISCAL IMPACT:
This Contract is funded by: 50% Federal Financial Participation, 36% Early and Periodic Screening, Diagnosis and
Treatment (EPSDT) and 14% Mental Health Realignment. (No rate increase)

BACKGROUND: (CONT'D)
1, 2011 through June 30, 2012, which included a six-month automatic extension through December 31, 2012, for the
provision of day treatment, mental health, and medication support services for Seriously Emotionally Disturbed
(SED) children at its St. Vincent’s School for Boys. At the time of negotiations, the payment limit was based on
target levels of utilization; however, utilization of this provider has been higher than anticipated.
Approval of Contract Amendment Agreement #74-249-9 will allow the Contractor to be paid for additional services
through June 30, 2012.
CONSEQUENCE OF NEGATIVE ACTION:
If this amendment is not approved, there will be fewer residential facilities to provide residential and outpatient
program for seriously emotionally disturbed youth as the County solicits and engages an alternate contractor.
