Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Standard
Agreement #29-441-36 (State #12-78006-000), with the State Department of State Hospitals, to pay the County an
amount not to exceed $1,397,741, for the Mental Health Conditional Release Program, for the period from July 1,
2012 through June 30, 2013.
FISCAL IMPACT:
Approval of this agreement will result in an amount not to exceed $1,397,741, of funding from the State for the
Conditional Release Program, through June 30, 2013. No County match is required.
BACKGROUND:
On September 27, 2011, the Board of Supervisors approved Standard Agreement #29-441-35 with the State
Department of Mental Health for the Conditional Release Program (CONREP), for the period from July 1, 2011
through June 30, 2012. This agreement provided funding the County used to subcontract with community-based
organizations and a number of board and care homes to provide CONREP services to judicially committed patients.

BACKGROUND: (CONT'D)
The State Department of Mental Health has subsequenlty changed its name to the State Department of State
Hosptials. Approval of this Standard Agreement #29-441-36 will continue funding to the County for continuation of
the CONREP services through June 30, 2013, including agreeing to indemnify and hold harmless the State for claims
arising out of County’s performance under this Agreement.
CONSEQUENCE OF NEGATIVE ACTION:
If this agreement is not approved, the County will not receive the funds to support treatment to the CONREP program
and may be unable to subcontract with community-based organizations, including a number of board and care homes,
to provide CONREP services to judicially committed patients.
