APPOINT the following person to the Appointee 4 Seat of the Alamo Municipal Advisory Council for the remainder
of the term, which expires December 31, 2012,as recommended by Supervisor Andersen :

MODIFY the composition of the Alamo Municipal Advisory Council by adding one Alternate Seat for a four-year
term and an initial expiration of December 31, 2016; one Youth Representative Seat, which will be a voting member,
with a term length of one year and an initial expiration date of December 31, 2013; Increase the term length of all
current seats to four-year terms with an initial expiration date of December 31, 2016.

Subject:APPOINTMENT AND MODIFICATION OF THE ALAMO MUNICIPAL ADVISORY COUNCIL
BACKGROUND:
The Alamo MAC may advise the Board of Supervisors on services that are or may be provided to the Alamo
community by Contra Costa County or other local government agencies. Such services include, but are not limited to,
parks and recreation, lighting and landscaping, public health, safety, welfare, public works, code enforcement, land
use and planning, transportation and other infrastructure.
The Council may also provide input and reports to the District Supervisor, Board of Supervisors, County staff or any
County hearing body on issues of concern to the community. The Council may represent the Alamo community
before the Board of Supervisors, County Planning Commission and the Zoning Administrator. The Council may also
represent the Alamo community before the Local Agency Formation Commission on proposed boundary changes
effecting the community. The Council may advocate on parks and recreation issues to the Town of Danville and the
San Ramon Valley Unified School District.
Supervisor Andersen advertised the vacancy, collected applications, met with the applicants and felt Ms. Struthers
would make a good addition to the MAC.
The addition of an Alternate Seat and a Youth Representative is to ensure there is a quorum and to allow the youth of
Alamo an opportunity to participate in local government. Supervisor Andersen is extending the term length to be in
line with the MAC guidelines, wherein each member of a MAC will serve contiguously with their District Supervisor.
CONSEQUENCE OF NEGATIVE ACTION:
The vacant seat will remain vacant; the Alamo MAC could face quorum issues; and youth will not be allowed the
opportunity to participate in local government.

APPOINTED Anne Struthers to the Appointee 4 Seat of the Alamo Municipal Advisory Council for the remainder
of the term, which expires December 31, 2012; REFERRED all other matters to the Internal Operations
Committee to modify the composition of the Alamo Municipal Advisory Council by adding one Alternate Seat for a
four-year term and an initial expiration of December 31, 2016; one Youth Representative Seat, which will be a
voting member, with a term length of one year and an initial expiration date of December 31, 2013; Increase the
term length of all current seats to four-year terms with an initial expiration date of December 31, 2016.
