FIX a Public Hearing for November 6, 2012 at 10:00 a.m. in Room 107 for the Board of Supervisors’ Chambers, 651
Pine Street, Martinez, California to adopt a traffic resolution for the temporary overnight closure of Carquinez Scenic
Drive (Road No. 2191B) between the intersection of McEwen Road (Road No. 2784) and the existing road closure
located at 9000 Carquinez Scenic Drive, beginning November 6, 2012, and ending May 6, 2014, and DIRECT the
Public Works Director to mail, by first class mail, written notice of the Public Hearing to all residents and owners of
each parcel adjacent to the roadway to be closed, as indicated on the last equalized assessment roll.
FISCAL IMPACT:
No fiscal impact.
BACKGROUND:
Due to landslides in the early 1980s, the Board of Supervisors approved the closure of Carquinez Scenic Drive from
the Ozol Fuel Facility (owned by the United States of America) to the Contra Costa Brick Works Plant 9 (former
property of TXI Operations and recently purchased by the East Bay Regional Park District). In

Subject:Fix a Public Hearing date for the Overnight Closure of Carquinez Scenic Drive, Port Costa
BACKGROUND: (CONT'D)
2004, the Board of Supervisors approved the temporary overnight closure of Carquinez Scenic Drive, east of the
Martinez City Limit, to prevent ongoing criminal activity on that portion of the roadway. With the closure of TXI
facility, the western portion of Carquinez Scenic Drive has experienced similar criminal activity. Therefore, the East
Bay Regional Park District has requested overnight closure of Carquinez Scenic Drive west of the TXI Operations
Facility. The County Public Works Department, Sheriff’s Department and the California Highway Patrol support the
Park District’s request to temporarily close Carquinez Scenic Drive east of McEwen Road to the existing road closure
at the former TXI Operations Facility located at 9000 Carquinez Scenic Drive and recommends that the Board of
Supervisors approve the Park District’s request.
CONSEQUENCE OF NEGATIVE ACTION:
The East Bay Regional Park District would not be able to close the road at night and illegal activities occurring along
the road would continue.
