HomeMy WebLinkAboutMINUTES - 10162012 - C.26RECOMMENDATION(S): INTRODUCE Ordinance No. 2012-10 amending Section 33-5.329 of the County Ordinance Code to Exempt from the Merit System the Deputy Director of Animal Services classification, as requested by the Animal Services Department; WAIVE the reading, and FIX October 23, 2012 for adoption. FISCAL IMPACT: There is no cost associated with this action. BACKGROUND: The Deputy Director of Animal Services is a single position classification. This position is responsible for assisting in the overall administration of the Animal Services Department, which includes the oversight of all animal control field operations county-wide, animal care facility operations for both shelters, and other duties as assigned. This position also serves as the Acting Director for the Department when the Director of Animal Services is absent. Given the level of responsibility involved with this classification, along with the fact that the Director of Animal Services classification is exempt, it is both reasonable and appropriate to exempt the Deputy Director of Animal Services classification as well. Class specifications are not intended to reflect all duties performed within the job. DEFINITION: Under general direction this position is responsible for assisting in the overall administration of the Animal Services Department, including overseeing animal control field operations, animal care facility management and special programs; advising the Director on animal services operation issues; supervising Animal Services Lieutenants engaged in field and center activities; and other related work as required. DISTINGUISHING CHARACTERISTICS: This single position class reports to the Director of Animal Services and is responsible for management of the day-to-day field and center operations of the Animal Services Department. TYPICAL TASKS: • Advises the Director on new programs, policies, and procedures • Develops policies and procedures for the implementation of new programs; ensuring the effective integration of field and shelter polices with the department • Directs and participates in the development of both short term goals and long range objectives of departmental operations • Plans, organizes and directs and evaluates work through subordinate Animal Services Lieutenants and Animal Center Operations Supervisor, including the development and implementation of policies and procedures • Manages the day-to-day field and kennel operations of the department through subordinate Animal Services Lieutenants and Animal Center Operations Supervisor • Supervises, directs, trains, and evaluates subordinate Animal Services Lieutenants • Monitors the efficiency and effectiveness of operation activities and recommends ways to increase productivity • Manages the enforcement of all State and County laws relating to the care, control, impounding, licensing and disposal of animals • Plans and directs departmental response to high profile law enforcement assistance cases • Assists law enforcement agencies in serving various search and arrest warrants • Directs training of the department’s law enforcement "entry team" during property searches and arrests of criminals where potentially aggressive animals are present • Advises law enforcement agencies on animal-related situations (illegal animal fighting, non-permitted species, Penal Code violations) Deputy Director of Animal Services Page 2 • Develops and provides animal related safety training for law enforcement agencies • Develops and provides training on Animal Services operations and policies to Sheriff's Office dispatchers who perform back-up dispatch functions for the Animal Services Department • Represents the department at meetings and conferences relating to animal services • Acts as a liaison to contract cities, public agencies, police, fire, Fish and Game, District Attorney, humane organizations, and livestock groups • Acts as a contact person and manage provision of speakers for civic events and citizens' groups regarding Animal Services Department programs, policies, and procedures • Acts as Animal Services Department Safety Coordinator • Acts as Animal Services Department liaison to the Office of Emergency Services for planning and operations for animal related functions during emergencies and disasters • Reviews and approves the release of documents and other information to citizens and attorneys in compliance with state laws and county ordinances • Reviews and approves all incidents involving weapons discharges in the Animal Services Department • Directs, through subordinate managers, the investigations of reports of inhumane treatment of animals, sale and collection of animal license fees, and the impounding, feeding and care of abandoned animals. • Prepares reports and correspondence relating to Animal Services Department policies or procedures, investigation results on specific cases, and other areas for: • Board of Supervisor’s referrals • Law enforcement agencies • California Fish and Game • Animal control agencies • Animal groups • Citizens' inquiries MINIMUM QUALIFICATIONS: License Required Possession of a valid California motor vehicle operator’s license. Out of State valid motor vehicle operator’s license will be accepted during the application process. Education: A Bachelor's Degree from an accredited college or university with a major in public or business administration, management or supervision, or a closely related field. Experience: Five (5) years of full-time or its equivalent in animal control field experience including at least two (2) in a jurisdiction responsible for the licensing, housing of animals and field enforcement of State and local animal control laws and Deputy Director of Animal Services Page 3 ordinances, and three (3) years of supervisory or management experience or its equivalent in an agency with the aforementioned responsibilities. Substitution: Five years of full -time or its equivalent supervisory or management experience in a police department with a minimum of two (2) years with responsibility for an Animal Services division within the police department responsible for the licensing, housing of State and local animal control laws and ordinances. Other Requirements Physical and Psychological Requirement: Ability to meet such physical and psychological health standards as may be prescribed by the County Medical Consultant Certificate: Within the first year of employment, appointees must successfully complete a California Peace Officer Standards and Training (P.O.S.T) Certified P.C. 832 III Module or the equivalent.
