APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a contract amendment with the
State of California, Department of Transportation (Caltrans) to extend the contract expiration date from October 31,
2012 to April 30, 2013 for pedestrian improvements on Market Avenue at the Union Pacific Railroad crossing, North
Richmond Area. (District I) Project No. 0662-6R4024.
FISCAL IMPACT:
The project is funded by the Section 130 Grade Crossing Improvement Program (71%), Transportation Development
Act (14%), and Road Fund (15%).
BACKGROUND:
Funding for the project comes from the Caltrans Section 130 Grade Crossing Improvement Program. On October 26
2010, the Board of Supervisors approved the service contract (Service Contract 75LX170) with Caltrans Division of
Rail to design and construct pedestrian improvements on Market Avenue at the Union Pacific Railroad (UPRR)
crossing in North Richmond. The purpose of the Section 130 Grade Crossing Improvement Program is to improve the
safety at existing railroad crossings. The project will improve safety by installing new sidewalk at the railroad
crossing.

BACKGROUND: (CONT'D)
The current service contract expires on October 31, 2012. County work at the railroad crossings is dependent on
UPRR completing relocation and upgrade of warning devices at the crossing. Due to an unforeseen utility conflict,
UPRR work has been delayed. The County is unable to complete their work prior to expiration of the service
contract. Contract Amendment No. 1 will extend the expiration of the contract to April 30, 2013.
CONSEQUENCE OF NEGATIVE ACTION:
Public Works will not receive full funding from Caltrans.
