OPPOSE Proposition 32 on the November 2012 ballot, as recommended by Supervisor Mitchoff.
FISCAL IMPACT:
None.
BACKGROUND:
Proposition 32 will ban both corporate and union contributions to state and local candidates, ban contributions by
government contractors to the politicians who control contracts awarded to them, and ban automatic deductions by
corporations, unions, and government of employees’ wages to be used for politics.
The initiative would restrict the ability of unions to influence the political process by banning the use of automatic
payroll deductions for political purposes. Corporations would also have the same restriction but they do not currently
use payroll deductions to fund political contributions. There would be no restrictions placed on political action
committees and independent expenditure committees which are used by business to make monetary contributions to
the political process.

Opposing Proposition 32 on the November 2012 Ballot
WHEREAS, Proposition 32 the “Stop Special Interest Money Now” initiative has been placed on the
November 2012 ballot; and
WHEREAS, the measure is more appropriately called the “Special Exemptions ACT” because it exempts
billionaires and powerful corporate special interest from its provisions, while targeting the voices of
everyday working people; and
WHEREAS, Proposition 32 the “Special Exemptions Act” restricts unions’ ability to fight for good jobs,
decent wages and secure retirement by silencing the voices of workers, while imposing no such constraints
on corporations and their front groups; and
WHEREAS, SuperPACs and independent expenditures committees are permitted to spend unlimited funds
in support of or in opposition to statewide candidates or initiatives without directly contributing, thus giving
them historically unprecedented political influence; and
WHEREAS, Proposition 32 the Special Exemptions Act exempts many companies, including those
structured as LLCs, LPs, and LLPs, from the ban on direct candidate contributions, even though these
companies have made significant monetary contributions to state campaigns in the last two election cycles.
NOW, THEREFORE, BE IT RESOLVED the Contra Costa County Board of Supervisors opposes Proposition 32 on the
November 2012 ballot.
