Agreement #26-734 with Brighter Beginnings, a nonprofit corporation, a non financial agreement, to pilot the
County’s Child Watch Program at Contra Costa Regional Medical Centers and Health Centers, for the period from
October 9, 2012 through June 27, 2013.
FISCAL IMPACT:
This is a non-financial Agreement. The funding for these services are being supported by a grant from the Agency.
No County match required.
BACKGROUND:
CCRMC and Agency have agreed to pilot a Child Watch Program for participants of “Golden Start,” a new type of
Centering (prenatal) Group (“group”) Medical Visit, which is being developed and implemented by a collaborative
partnership which includes Integrative Health / Group Medical Visits Program (CCRMC), Public Health (Family
Maternal Child Health, Black Infant Health, and Prenatal Care Guidance), and the Contra Costa Health Service’s
Reducing Health Disparities Unit. To make healthcare accessible to the underserved populations, there

BACKGROUND: (CONT'D)
are critical “enabling” services that are needed. “Child Watch” is essentially a baby-sitting service with abbreviated
care, without complex regulatory implications, which many institutions and community organizations are already
offering, including a number of bay area court houses.
During this pilot Child Watch Program, the County will provide space to allow drop-in services to approximately 10
pregnant women, who participate in the Golden Start program, as the Group.
The Agency will provide two (2) child watch providers, at least one will be a licensed Child care provider. The pilot
Child Watch Program will occur at the Pittsburg Health Center where there is a suite with two adjacent rooms which
can be utilized, one for the prenatal Group and the other for Child Watch.
The entire Golden Start program will be evaluated, including Child Watch pilot program and data will be collected
and shared by Agency, CCRMC, Family Maternal Child Health and Reducing Health Disparities.
Approval of this Agreement #26-734 will allow the Agency and County to pilot the Child Watch Program, through
June 27, 2013.
CONSEQUENCE OF NEGATIVE ACTION:
If this agreement is not approved, the Child Watch Program will not be successful in making prenatal healthcare
accessible to the underserved populations in which there are critical “enabling” services that are much needed by this
group.
