APPROVE and AUTHORIZE the Conservation and Development Director, or designee, to execute a subcontract
agreement with Quantum Energy Services and Technologies, Inc. (QuEST) to accept grant funding in the amount of
$150,000 from Pacific, Gas & Electric (PG&E), through QuEST, Inc., to provide marketing, educational programs
and outreach for the Whole House Rebate Performance Program for the period of August 1, 2012 to December 31,
2012.
FISCAL IMPACT:
100% grant from PG&E, made available with approval by the California Public Utilities Commission (CPUC).
BACKGROUND:
The East Bay Energy Watch (EBEW) is a Local Government Partnership designated by the California Public Utilities
Commission (CPUC). EBEW represents collaboration between Pacific Gas and Electric Company (PG&E) and local
governments, non-profit and for-profit energy service providers in the East Bay dedicated to providing innovative
energy efficiency solutions for residents and businesses in communities throughout Alameda and Contra Costa
Counties. The Program Manager for EBEW is QuEST, Inc.

BACKGROUND: (CONT'D)
Ensure that local governments throughout the EBEW territory are served by, and aware of, available energy
efficiency programs and opportunities (offered through EBEW, PG&E and other parties).
Engage local governments and key partners in strategic planning related to design and implementation of programs,
incentives, information campaigns and coordination to assist the EBEW territory in maximizing energy savings.
Identify and pursue opportunities to develop and implement new models of energy saving strategies to enable long
term deep reductions in energy use.
Provide information, foster coordination and strategic planning, and offer a unique set of programs aimed at
reducing energy use within the EBEW territory.
Under the supervision of QuEST, Inc. as program manager, Contra Costa County ("Subcontractor"), will contribute
Whole House Rebate Performance Outreach and Marketing utilizing the following tasks:
Locally Implemented Homeowner Outreach Subcontractor will work with the cities within Contra Costa
County and the unincorporated areas of the County to provide a range of outreach activities.
Online Advertising and Search Engine Marketing (SEM)
Website Customization
Educational Workshops in order to increase energy awareness, Contra Costa County will hold workshops at
local home improvement retailers, youth groups, and schools on how to reduce residential energy costs.
Commercial PACE and Energy Efficiency Workshops Contra Costa County a total of three (3) Commercial
PACE and Energy Efficiency Workshops for commercial owners to show the benefits of energy savings and
upgrades to endeavor to upgrade commercial buildings.
CONSEQUENCE OF NEGATIVE ACTION:
The County will not receive the $150,000 in benefits under this grant program.
