HomeMy WebLinkAboutMINUTES - 09252012 - C.27RECOMMENDATION(S): APPROVE Appropriations Adjustment No.5004 authorizing the transfer of appropriations in the amount of $33,000 from Building Occupancy (0077) to County Administrator (0003) to fund the 2012/13 allocation to the Contra Costa County Historical Society. FISCAL IMPACT: $33,000. 100% General Fund, Budgeted. Funding for the Contra Costa County Historical Society was authorized in the fiscal year 2012/13 Recommended Budget. This action transfers appropriations to the department responsible for contract administration. BACKGROUND: On September 11, 1979, the Board of Supervisors declared the Contra Costa County Historical Society as the "Official Historical Society" of the County. Since that time, the County and the Society have enjoyed a mutually beneficial relationship resulting in the establishment of a History Center in the City of Pleasant Hill in 1986. The History Center made the Society's unique archive of letters, photos, and other historically significant documents available to the Public. The County had previously entered into a 10-year lease agreement for spaces comprising 600-610-618 Main Street resulting in surplus space that was made available to the Society. This allowed the Society to establish a presence in Martinez, the County seat. In 2010, the lease was amended, extending the term by two years. In April 2012, the Conservation and Development Department vacated spaces located at 618 Main Street leaving the Historical Society as the only tenant occupying spaced at 600-610-618 Main Street. In an effort to continue supporting the Society, and specifically the History Center, the County Administrator's Office initiated business continuity planning sessions with the Society's Executive Director and Board members resulting in the contract approved by the Board of Supervisors on June 26, 2012 (Item C.88). The contract provides for continued financial support of the Society equal to the annual in-kind lease payment paid for by the County through the 2012 lease period. Rather than providing in-kind support, as the County as done for several years, predictable financial support from the County will allow the Society to leverage the funding by applying for grants and other fund-raising methods. In consideration for the continued financial support, the County will benefit from professional archiving services made possible by the Society's Board of Directors, Executive Director, and volunteers, which will continue to be made available to the public on a regular basis. Today's action transfers appropriations from Public Works-Building Occupancy to the County Administrator's Office to reflect the current administration of the County's contract with the Society. CONSEQUENCE OF NEGATIVE ACTION: Appropriations will not be located in the department responsible for administering the current contract. Also, the expenditure appropriations will not be classified properly in the County Finance System. CHILDREN'S IMPACT STATEMENT: No impact. ATTACHMENTS Appropriation Adj No. 5004
