HomeMy WebLinkAboutMINUTES - 09252012 - C.12RECOMMENDATION(S): ADOPT Resolution No. 2012/416 declaring October 2012 as Creek and Channel Safety Awareness Month; and ACCEPT the following status report from the Public Works Department and the Contra Costa County Flood Control & Water Conservation District (FC District) on the Creek and Channel Safety Awareness Program (CCSAP); and DIRECT the Public Works Department and the FC District to continue with implementation and the annual campaign of a Countywide sustainable CCSAP, including a follow-up report to this Board within one year. FISCAL IMPACT: Development of the CCSAP has cost approximately $100,000, which was funded by Flood Control Zone 3B funds. Implementation is estimated to cost $300,000 and will be funded by FC District and Flood Control Zone funds. Ongoing notices, maintenance, and other CCSAP elements will be incorporated into existing programs funded by the FC District. (100% Flood Control District Funds) Project No. 7520-6B8311 BACKGROUND: On March 1, 2011, the Board of Supervisors directed the FC District to develop a sustainable and impactive outreach program to promote creek and channel safety throughout the County, after the drowning of two high school students in the Walnut Creek channel. In response, the FC District formed a CCSAP team that developed a strategy to achieve this goal. On May 10, 2011, the CCSAP team was directed by this Board to develop program elements; continue its outreach, development, and implementation; and referred the item to the Transportation, Water, and Infrastructure Committee. On October 4, 2011, the Board declared October 2011 as the first Creek and Channel Safety Awareness Month, accepted the status report from the FC District on the Creek and Channel Safety Awareness Program, approved the implementation plan, and directed the FC District to continue with implementation and the annual campaign of a sustainable Creek and Channel Safety Awareness Program, including a follow-up report to the Board in one year, as recommended by the Transportation, Water, and Infrastructure Committee. Last fall, FC District staff provided a report on the CCSAP to the City–County Engineering Advisory Committee, the Public Managers Association, and the Conference of Mayors. During this time, stencils of the program’s byline, “Stay Out, Stay Alive,” were refreshed and new ones placed in concrete flood control channels, as well as the new “Stay Out, Stay Alive” signs installed at all Central County facilities. At the start of 2012, Watershed Calendars with our creek and channel safety message were distributed, a safety evaluation of the channel and drop structure near Bancroft Road was begun, a safety program brochure was produced, and a media advisory was released on the one-year anniversary of the drowning incident. Subsequently, the program received positive press coverage. This summer, additional stencils and signs were installed in the remaining flood control facilities throughout the County, coordination for ConFire rescue operation enhancements began, and a community meeting was held to receive feedback on the program, specifically focusing on the Bancroft Road channel and drop structure safety evaluation report prepared by an outside consultant. The consultant concluded that the existing drop structure and channel appear to meet current industry safety standards and that the programs and improvements being pursued by the FC District, and also those in collaboration with the Fire District, meet or exceed what other agencies are doing. This fall, implementation continues with the annual outreach to schools, plans for the installation of ConFire rescue operation access improvements, and development of student videos, parent videos, and interpretive panels. The Chief Engineer, FC District, recommends that the Board declare October 2012 as Creek and Channel Safety Awareness Month, accept the above report, and direct the FC District to continue with implementation and the annual campaign of a Countywide sustainable Creek and Channel Safety Awareness Program, including a follow-up report to this Board in one year. CONSEQUENCE OF NEGATIVE ACTION: Members of the public may not receive important information about creek and channel safety. CHILDREN'S IMPACT STATEMENT: The FC District will continue to work with the schools and youth-based groups within the County to educate children about safety regarding creeks and flood control channels.
