ATTESTED: September 18, 2012 David Twa, County Administrator and Clerk of the Board of Supervisors By: June McHuen, Deputy cc: SD. 5 To:Board of Supervisors From:David Twa, County Administrator Date:September 18, 2012 Contra Costa County Subject:Health Benefits for Employees of the First 5 Contra Costa Children and Families Commission BACKGROUND: (CONT'D) Educate Californians via a statewide public education campaign on the importance of early childhood development; Provide assistance to pregnant women and parents of young children who want to quit smoking. The Commission has nine members appointed by the Board of Supervisors, plus their alternates. As of September 10th, there were three vacant seats - one appointee seat and two alternate seats. County Ordinace Code section 21-14.042 creates the Commission a a public entity seperate from the County of Contra Costa. On September 10, 2012, at a publicly noticed meeting, several options were provided by staff regarding the sharing of the cost of health care premiums between the Commission and its employees during calendar year 2012. The Commission approved, on a four to three vote, with two members absent, an 80/20 split with the Commission paying 80% of the monthly premium and the employees paying 20%. Meetings of the Commission are held on the first Monday of every month. A decision by the Commission was needed at this meeting in order to provide the information to employees and provide sufficient time for those individuals to make an informed decision on their health care prior to the expiration of open enrollment on October 5, 2012. If a decision was delayed until after open enrollment ended on October 5, an employee may have had to make a decision without sufficient information on their out-of-pocket costs and would not have had an opportunity to change their minds. CONSEQUENCE OF NEGATIVE ACTION: None. CHILDREN'S IMPACT STATEMENT: Not applicable.
