CONSIDER approving the Interim Director of the Employment and Human Services Department, or designee, to
discuss the parameters of a partnership with the Health Care Exchange Board to provide centralized call center
enrollment and eligibility services to consumers and bring information back to the Board.
FISCAL IMPACT:
No fiscal impact from the report. There are potential fiscal impacts on the County from the Health Care Exchange
which have not been determinied at this time.
BACKGROUND:
The California Health Benefits Exchange is currently in the process of figuring out how best to provide the consumer
information and client enrollment infrastructure to support California’s participation in health care reform. The
web-based eligibility and enrollment portal they are designing will help consumers shop for insurance in the new
health care coverage marketplace. It will begin operation, starting with an open enrollment period in October 2013.

BACKGROUND: (CONT'D)
overall implementation plan for the Affordable Care Act. The Exchange Board and their staff are on track to
submit this plan to the federal government in mid-November, 2012.
To assist the State with implementation of the Exchange enrollment infrastructure, the Health Exchange Board has
requested the assistance of CSAC and the California Welfare Directors Association (CWDA). The Exchange
Board is interested in the possibility of developing contracted agreements with several counties and their
employment and human service departments. These counties would work in partnership with the state to provide
centralized call center enrollment and eligibility services to consumers.
Contra Costa County EHSD was approached last week as one of the possible counties to work with the State in the
provision of these services. We were approached because the department currently has a large and successfully
operating call center and we are expanding this model through the “Office of the Future” efforts underway in the
Workforce Services Bureau.
EHSD’s management team and the County Administrator have reviewed the materials we received from Peter V.
Lee, Executive Director of the California Health Benefit Exchange. We believe that the department has the
professional capability and the staff and management expertise to provide this type of service. We are requesting
that the Board of Supervisors discuss the proposal and decide whether or not they would approve EHSD staff
meet with the Exchange for the purposes of fleshing out the idea and it’s pros and cons. We would return to the
Board with that information and a Supervisorial decision for next steps.
CONSEQUENCE OF NEGATIVE ACTION:
The Board of Supervisors and the public will not receive this information.
