1. ESTABLISH an Ad Hoc Board Committee on the Community Warning System and Industrial Safety Ordinance to
review and make recommendations on existing policies, procedures, and ordinances governing each program.
2. APPOINT Supervisors John Gioia and Federal D. Glover to the Ad Hoc Committee.
3. REQUEST the Ad Hoc Committee to return to the Board with recommendations related to the Community
Warning System and Industrial Safety Ordinance at a future date to be determined.
FISCAL IMPACT:
No fiscal impact.
BACKGROUND:
On August 14 and 21, 2012, the Board of Supervisors received updates from various county departments and
Chevron regarding the August 6, 2012 fire at the Chevron Richmond Refinery. Based on the issues raised at those
meetings, the Board discussed the need to establish an

BACKGROUND: (CONT'D)
Ad Hoc committee to discuss in more detail issues related to the Community Warning System and the Industrial
Safety Ordinance. Since all four oil refineries and most industrial facilities are located in Districts One and Five and
given Supervisors Gioia and Glover's history of involvement with the Industrial Safety Ordinance and Community
Warning System, the Ad Hoc committee should be composed of these two Supervisors. The Ad Hoc committee will
be formed to review the Community Warning System and Industrial Safety Ordinance and return to the Board with a
report at a future date to be determined.
CONSEQUENCE OF NEGATIVE ACTION:
The Ad Hoc Committee will not be formed.
