1. APPROVE the bid documents, including the design, plans and specifications, for the Chiller Replacement Project
at the Martinez Detention Facility ("MDF"), 1000 Ward Street, Martinez, for the Sheriff's Office.
2. DETERMINE that the project is a California Environmental Quality Act (CEQA) Class 1F Categorical Exemption;
DIRECT the Director of Conservation and Development, or designee, to promptly file a Notice of Exemption with the
County Clerk; and DIRECT the Director of Public Works, or designee, to arrange for payment of the $25 handling
fee to the County Clerk for filing the Notice of Exemption and a $25 handling fee to the Department of Conservation
and Development for processing costs.
3. AUTHORIZE the Director of Public Works, or designee, to solicit bids to be received on or about October 25,
2012, and to issue bid addenda, as needed, for clarification of the contract bid documents, provided the involved
changes do not significantly increase the cost estimate for the initial construction contract.
4. DIRECT the Clerk of the Board to publish, at least 14 calendar days before the bid opening date, the Notice to
Contractors in accordance with Public Contract Code Section 22037, inviting bids for this project.

5. DIRECT the Director of Public Works, or designee, to send notices by either fax or email, if available, and by U.S.
Mail to the construction trade journals specified in Public Contract Code Section 22036 at least 15 calendar days
before the bid opening date.
FISCAL IMPACT:
The approximately $581,000 project is budgeted in budget unit 0111 Plant Acquisition. It is a 100% General Fund
expense.
BACKGROUND:
Plans and specifications for the project have been prepared for the Public Works Department by Interface
Engineering and filed with the Clerk of the Board by the Director of Public Works. The construction cost estimate is
$581,000. The general prevailing wage rates are on file with the Clerk of the Board of Supervisors and will be the
minimum rates paid on this project.
The project scope involves the replacement of two chillers with high-efficiency chillers, replacement of two boilers,
replacement of a freezer, and construction of a new, rated wall enclosure at the MDF. The existing equipment
requires constant repairs and has outlived its useful life span. Replacement of the equipment will help to minimize
disruptions to MDF operations due to equipment failures.
CONSEQUENCE OF NEGATIVE ACTION:
If the equipment is not replaced, equipment failures will persist at the MDF and could result in disruptions to MDF
operations and expensive repair costs.
