BOYD , Deputy RECOMMENDATION(S): APPROVE the Camino Tassajara Shoulder Widening Project - East of Blackhawk Drive to Finley Road; AUTHORIZE the Public Works Director, or designee, to advertise the project [DCD-CP#10-54], Project No.: 0662-6R4131. 1 of 2 RECOMMENDATION(S): (CONT'D) FIND on the basis of the Mitigated Negative Declaration (SCH # 2012072050), that there is no substantial evidence that the project will have a significant effect on the environment, and ADOPT the Mitigated Negative Declaration and Mitigation and Monitoring Reporting Plan in compliance with the California Environmental Quality Act (CEQA), the custodian of which is the Department of Conservation and Development Director who is located 30 Muir Road, Martinez, and DIRECT the Director of the Department of Conservation and Development to file a Notice of Determination with the County Clerk, and AUTHORIZE the Public Works Director to arrange for payment of a $25.00 fee to Department of Conservation and Development for processing, and a $50.00 fee to the County Clerk for filing the Notice of Determination, and $2,101.50 for California Department of Fish and Game fees. FISCAL IMPACT: The estimated project cost is $1,916,000.00 (46% federal Highway Safety Improvement Program funds, 40% Developer Conditions of Approval Fees, 14% Tassajara Joint Exercise of Powers Agreement Funds). BACKGROUND: The purpose of the Project is to provide roadway improvements along a 3,500-foot section of Camino Tassajara, beginning approximately 2,000 feet east of Blackhawk Drive and ending approximately 100 feet south of Finley Road. Improvements include roadway grading and widening, installing paved shoulders, bike lanes, striping, signs, and culvert and drainage modifications (Project). The Project will bring the pavement cross-section along this segment of Camino Tassajara up to current Contra Costa County (County) standards. The Project will provide drivers with a consistent roadway section and a wider area for recovery should they veer out of the travel lane. Widening is expected to occur along the northern side of the roadway only, and the road will be restriped to provide 8-foot shoulders that serve as a Class II bike lane on both sides of the road. This satisfies the 8-foot County standard for rural two-lane roads with ADT greater than 6,000. After restriping, the width of the travel way will remain 24 feet (two 12-foot lanes). Embankment fill will be required along the northern side of the roadway to accommodate the new pavement. Preliminary designs show fill to be graded at a slope, which varies from 4:1 to 2:1 until the catch point. The exact slope at any location will be determined during the design process. In addition, approximately 265 square-feet of pavement will be added to the northern side of the roadway near the western project boundary to improve an area of narrow pavement and provide for uniform pavement width for the bike lane, and shoulder backing material may be replaced at the northeast corner of Finley Road depending on conditions at the time of construction. Existing drainage culverts will be extended to accommodate the new pavement and embankment width. An ephemeral drainage runs parallel to the road on the north side. The Project is being designed to avoid impacts to the drainage to the extent feasible. If final design requires changes to the drainage, those changes would be likely be limited to a slight alteration in the location of the drainage, i.e., directing the channel slightly to the north. Work along the southern side of the roadway is expected to be limited to minor and localized re-grading of an existing drainage ditch. Implementation of the Project will require roadway signage and striping, and relocation of roadside obstacles, including utility support poles, and the removal of approximately four isolated trees located along the north side of Camino Tassajara. These consist of three small (less than 6 inches diameter) oak trees at the northwest corner of Finley Road and Camino Tassajara and one small eucalyptus tree on the north side of Camino Tassajara. The vertical profile of the road will remain unchanged. CONSEQUENCE OF NEGATIVE ACTION: Delay in approving the project will result in a delay of executing the agreement and may jeopardize the timely weed abatement at the site.
