SD. 4 CONSIDER accepting eBART Next Segment briefing and REQUEST comments from Board of Supervisors on
Phase 2 station site opportunities (Ellen Smith, eBART Project Planning Manager).
The Board thanked Ellen for the presentation and offered the following comments and/or suggestions for
consideration going forward:
Supervisor Piepho noted that maximum capacity and community interests should be driving components of station location; that
partnership opportunities on the bicycle/pedestrian path at Mokelumne station be considered; requested that drought-tolerant
landscaping of the type located at the Lamorinda station be considered along the fence-lines to assist with the appearance of the
area, as the cyclone fence tends to gather wind-blown debris that is unattractive.
Supervisor Mitchoff did like the idea of the 3 middle stations and the possibility of the Mokelumne station acting in conjunction
with other alternative transit options, i.e. the trail, but also expressed a preference for the terminus to be farther out. She noted that
might be a factor in the future in attracting ridership from Stockton.
Supervisor Andersen stated that a great deal of deference should be given to the cities where the stations are located within their
incorporated areas and evaluation of how the project(s) fit within the general plans ad economic development plans - working
closely with city managers on this economic benefit. She further noted that adequate parking, for long term needs, is of paramount
concern.
Supervisor Glover would like the two refuse haulers in the Pittsburg/Bay Point station area to be participants in discussions with
CalTrans about the landscaping and debris issues; and he would like to keep focus on what is happening with the funding and
future of the proposed Railroad Avenue station in the City of Pittsburg as part of the ongoing discussion.
Ms. Smith believes that the proposed October 11 ePPAC outreach meeting will be delayed, but announced that
on approximately October 5, 2012 there will be a joint groundbreaking with Contra Costa Transit Association
(CCTA) for their segment 3A and Contra Costa County's work at the Hillcrest station site.

Supervisor Andersen attended the presentation this morning of the East Bay Economic Development Alliance in
Danville to provide remarks for Supervisor Piepho on behalf of Contra Costa County and as the new Supervisor
for District II. Attendance was excellent and helpful for the success of small businesses.
Supervisors Mitchoff and Piepho attended funeral services for California Highway Patrol Officer Kenyon
Youngstrom of Solano County.

GENERAL INFORMATION
The Board meets in all its capacities pursuant to Ordinance Code Section 24-2.402, including as the Housing Authority and the
Successor Agency to the Redevelopment Agency. Persons who wish to address the Board should complete the form provided for that
purpose and furnish a copy of any written statement to the Clerk.
Any disclosable public records related to an open session item on a regular meeting agenda and distributed by the Clerk of the Board to
a majority of the members of the Board of Supervisors less than 72 hours prior to that meeting are available for public inspection at 651
Pine Street, First Floor, Room 106, Martinez, CA 94553, during normal business hours.
All matters listed under CONSENT ITEMS are considered by the Board to be routine and will be enacted by one motion. There will be
no separate discussion of these items unless requested by a member of the Board or a member of the public prior to the time the Board
votes on the motion to adopt.
Persons who wish to speak on matters set for PUBLIC HEARINGS will be heard when the Chair calls for comments from those
persons who are in support thereof or in opposition thereto. After persons have spoken, the hearing is closed and the matter is subject to
discussion and action by the Board. Comments on matters listed on the agenda or otherwise within the purview of the Board of
Supervisors can be submitted to the office of the Clerk of the Board via mail: Board of Supervisors, 651 Pine Street Room 106,
