APPROVE and AUTHORIZE the Employment & Human Services Interim Director, or designee, to execute a
contract with Concord Childcare Center, Inc., including a mutual indemnification clause, in an amount not to exceed
$161,100 to provide Head Start and Early Head Start Program Enhancement Services for the term July 1, 2012
through June 30, 2013.

BACKGROUND:
Contra Costa County receives funds from the Administration for Children and Families (ACF) to provide Head Start
and Early Head Start program services to program eligible County residents. The Department, in turn, contracts with
a number of community-based organizations to provide a wider distribution of services. Approval of this contract will
allow the provision of Head Start services to program eligible children and families in the Central Contra Costa
County area.

CONSEQUENCE OF NEGATIVE ACTION:
If not approved, County will not be able to more widely distribute childcare availability through partnership with
community based agencies.
CHILDREN'S IMPACT STATEMENT:
The Employment & Human Services Department Community Services Bureau supports three of Contra Costa
County’s community outcomes - Outcome 1: “Children Ready for and Succeeding in School,” Outcome 3: “Families
that are Economically Self-sufficient,” and, Outcome 4: “Families that are Safe, Stable, and Nurturing.” These
outcomes are achieved by offering comprehensive services, including high quality early childhood education,
nutrition, and health services to low-income children throughout Contra Costa County.
