HomeMy WebLinkAboutMINUTES - 09112012 - C.108RECOMMENDATION(S): APPROVE and AUTHORIZE the Interim Employment & Human Services Director, or designee, to execute, on behalf of the County, a subsidized student training agreement with Catholic Charities of the East Bay, to provide early childhood education training and employment subsidy, in an amount not to exceed $30,000 for the wages of training participants during the period January 1, 2012 through July 31, 2013. FISCAL IMPACT: 70% Federal Administration for Children & Families / CFDA #93.600 30% State CA Department of Education BACKGROUND: The purpose of this agreement is to provide students enrolled in the Catholic Charities of the East Bay program the opportunity to integrate academic knowledge with applied skills at progressively higher levels of performance and responsibility. If hired, the County will pay $5 of each trainee's $9/hour wage while CCEB will pay $4 of each trainee's $9/hour wage. The supervised fieldwork experience for students is considered to be an integral part of both educational and professional preparation. The Employment & Human Services Department can provide the requisite field education, while at the same time, benefitting from the students’ services to children enrolled in the early childhood education centers. Approval of this agreement will allow supervised fieldwork instruction experience for the agency's students at County early childhood education centers through July 31, 2013. CONSEQUENCE OF NEGATIVE ACTION: If this contract is not approved, the students will not receive training or placement at County early childhood education centers. CHILDREN'S IMPACT STATEMENT: The Employment & Human Services Department Community Services Bureau supports three of Contra Costa County’s community outcomes - Outcome 1: “Children Ready for and Succeeding in School,” Outcome 3: “Families that are Economically Self-sufficient,” and, Outcome 4: “Families that are Safe, Stable, and Nurturing.” These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health services to low-income children throughout Contra Costa County.
