Approve and authorize the Health Services Director or his designee, to execute, on behalf of the County, Standard
Agreement (Amendment) #29-502-31 (07-NNA07) , with the State Department of Alcohol and Drug Programs,
effective June 29, 2012, to amend Standard Agreement #29-502-29 (as amended by amendment agreement
#29-502-30), to reflect a increase the Federal SAPT Block Grant Funds for fiscal year 2012-2013 by 973,958, from
$7,004,595, to a new payment limit of $9,764,281, for a new three year total amount of $28,986,918, with no change
in the original term of July 1, 2010 through June 30, 2013.
FISCAL IMPACT:
Approval of this (Amendment) agreement will result in an increase in funds by fiscal year 2012-2013 by $973,958
from the Federal Substance Abuse Prevention Treatment. No change in the required County match for this
Agreement. Funding for this Contract is included in the Department’s fiscal year 2012-13 budget, of this three year
Agreement. Based on current Medical claiming levels, no budgetary impact is expected from this amendment.
BACKGROUND:
The Standard Agreement #29-502 is a combined Negotiated Net Amount (NNA)

Subject:Amendment #29-502-31 with the State of California, Department of Alcohol and Drug Programs
BACKGROUND: (CONT'D)
and Drug/Medi-Cal contract. The NNA Agreement (effective July 1, 2010 through June 30, 2013) requires counties
to provide Drug/Medi-Cal services up to their full State General Fund allocation for Drug/Medi-Cal match. If the
required services exceed the allocation, counties may access Drug/Medi-Cal reserve set aside for this purpose.
On June 22, 2010, the Board of Supervisors approved Standard Agreement #29-502-29 (as amended by amendment
agreement #29-502-30), with the State Department of Alcohol & Drug Programs, for the period from July 1, 2010
through June 30, 2013, to provide substance abuse services. This amendment agreement reflects the anticipated FY
2011-2012 and 2012-2013 funding allocation and makes technical adjustments to the exhibits.
Approval of this Standard (Amendment) Agreement #29-502-31 will reflect an increase in the Federal Block Grant
anticipated fiscal year 2012-2013 funding allocation and allows continuation of the Substance Abuse Services,
Prevention and Treatment Program, through June 30, 2013.
CONSEQUENCE OF NEGATIVE ACTION:
If this amendment is not approved the County will not be able to receive funds to support continuation of the
Substance Abuse services, Prevention and Treatment Program.
