FISCAL IMPACT: No Library fund match. BACKGROUND: Contra Costa County Library will commission a marketing team to promote a consistent and recognizable brand and a Bay Area wide campaign for Discover & Go that will be used in promotional and programming resources by its libraries and their staff. A first of its kind, Discover & Go provides access to free museum passes that can be reserved and printed online rather than existing models of traditional physical passes that must be picked up and returned to a library. Contra Costa County Library also made Discover & Go services available to other Bay Area libraries. The Discover & Go Network currently consists of 21 Northern California public library systems with other libraries in the cooperative planning phase. Each library in the Discover & Go Network shares the annual cost of the service and the responsibility for soliciting and adding new venues to the service. Each partner also launches with an opening day collection of free museum offers that Contra Costa County Library has negotiated on behalf of the whole network. With Discover & Go attracting statewide and national attention, throughout the library community and local and regional media sources, the marketing project will be developed with the intention of extending the Discover & Go brand to the library community throughout the Bay Area, California and beyond. This project will also help facilitate the design of similar future networks, and create a model for cooperation with potential partners and sponsors. An example of the types of partnerships that are possible with Discover & Go is the current, August 2012, agreement between Contra Costa County Library and 511 Contra Costa, offering free BART passes for Discover & Go visits for Contra Costa County residents. 511 Contra Costa contributed a donation of $10,000 towards free BART passes for Contra Costa County Library Discover & Go patrons to select venues. These and similar new partnerships, campaigns and promotions will make Discover & Go more accessible for the culturally under served. Many communities in Contra Costa County are in dire need of such attention. Some of those cities are San Pablo, El Sobrante, and Oakley, with lower household incomes than the county median of $73,721. These communities, although not uniformly, are also among the least active participants and users of Discover & Go. Strengthening the brand, and making it more universally visible, will bring awareness to these, previously under served, user groups. CONSEQUENCE OF NEGATIVE ACTION: The Library will not be able to implement a marketing campaign for one of its most successful programs.
