1. APPROVE a First Amendment to Lease with The Housing Authority of the County of Contra Costa to extend the
Lease term for four (4) years and three (3) months beginning April 1, 2013, and ending June 30, 2017, for
approximately 3,800 square feet of classroom space located at 94A Medanos Avenue, Bay Point, at a monthly rental
of $600.00, plus estimated miscellaneous occupancy charges of approximately $36,500.00 per year, for continued
occupancy by the Employment and Human Services Department - Community Services Bureau, under the terms and
conditions set forth in the Lease.
2. AUTHORIZE the Director of Public Works, or designee, to EXECUTE the First Amendment to Lease on behalf of
the County, and to EXERCISE any options to extend the Lease.
FISCAL IMPACT:
This First Amendment to Lease will obligate the County to pay a total rental of $38,970.00 during the extended lease
term. In addition, the County will pay approximately

FISCAL IMPACT: (CONT'D)
$36,500.00 for estimated utilities, maintenance, and water used on the Premises in the first year, and similar
annual payments throughout the term. The Amendment was anticipated and budgeted in the Employment and
Human Services Department – Community Services Bureau’s approved FY 2012/2013 budget. (Funding source:
Org. #1528 - General Fund)
BACKGROUND:
The County has leased the Premises as a Head Start facility operated by the Community Services Bureau (CSB)
for classroom and child care programs since 1990. This Amendment will provide for the continued use by the
CSB for that purpose.
CONSEQUENCE OF NEGATIVE ACTION:
Failure to approve this Lease may result in a significantly higher cost to the County and unknown capital costs
and expenses to relocate this Head Start facility to another location in the Bay Point area.
CHILDREN'S IMPACT STATEMENT:
Not applicable.

First Amendment to Lease

This First Amendment to Lease is dated ________________, 2012, and is
between THE HOUSING AUTHORITY OF THE COUNTY OF CONTRA COSTA, a
public agency (the “Lessor”), and the COUNTY OF CONTRA COSTA, a political
subdivision of the State of California (the “County”).
Recitals
A. The Lessor and the County are parties to a lease dated March 18, 2008, under
which the County is leasing approximately 3,800 square feet of space consisting of a
classroom, a multi-purpose room, bath rooms, a kitchen, the fenced land, and 5,000
square feet of adjacent outdoor play area commonly known as the Lavonia Allen Child
Care Development Center, 94A Medanos Avenue, Bay Point, California, (the “Lease”).
B. The parties desire to amend the Lease to extend the term, modify the rent,
delete the lease extension provision, and update the addresses of both parties for noticing.
The parties therefore agree as follows:
Agreement
1.Section A.3. TERM, is deleted in its entirety and replaced by the following:
A.3.TERM: The term (“Term”) of the Lease is nine (9) years and three (3)
months commencing April 1, 2008, and ending June 30, 2017.
2.Section A.4. RENT, is deleted in its entirety and replaced by the following:
A.4.RENT: County shall pay a monthly rent (“Rent”) to Lessor for the use of
the Premises, payable in advance on the first ( 1
st) day of each month during the
Term of this Lease, as follows:
