HomeMy WebLinkAboutMINUTES - 09112012 - C.44RECOMMENDATION(S): ADOPT Position Adjustment No. 21146 to add three (3) Clerk-Recorder Services Specialist (EATA) positions (represented) at salary level 3R5 1269 ($3,650-$4,437), and one (1) Election Services Specialist (EBVA) position (represented) at salary level 3R5 1269 ($3,650-$4,437), and cancel three (3) vacant Clerk Senior level (JWXC) vacant Positions #5815, 5825, 5836 (represented) at salary level 3RX 1033 ($2,882-$3,680) and one (1) Information System Assistant II (LTVH) vacant Position #5849 (represented) at salary level 3R5 1005 ($2,810-$3,416) in the Clerk Recorders-Elections Department. FISCAL IMPACT: For the first two years this will create an an annual cost savings of $14,507. These positions have been budgeted and are funded with increased recording fees (SB676, 2009). BACKGROUND: This request continues the process of reorganizing the structure of the Clerk-Recorder Division of the Clerk-Recorder-Elections Department. SB676 provided the opportunity to increase service, streamline operations and reduce the General Fund dependency of the department. It created a program where supervisors will be able to be rotated between units, as opposed to having a supervisor oversee each unit. CONSEQUENCE OF NEGATIVE ACTION: The funding from SB676 must be used for the recording and indexing of documents in the Clerk-Recorder Department. Failure to complete the reorganization would miss the opportunity to increase positive customer support to County constituents and if the department rescinded the fee increase, lose revenue of up to $1,500,000.
