Subject:Add three Clerk-Recorder Services Specialists, one Election Services Specialist and cancel four vacant positions
BACKGROUND: (CONT'D)
The new organizational structure includes new, higher trained and more technical classifications, so that front line
employees in the Clerk-Recorder division will be able to assist any customers, instead of the existing bifurcated
system that had been in place for many years (separate recording staff and County Clerk function staff). It created
a program where supervisors will be able to be rotated between units, as opposed to having a supervisor oversee
each unit.
CONSEQUENCE OF NEGATIVE ACTION:
The funding from SB676 must be used for the recording and indexing of documents in the Clerk-Recorder
Department. Failure to complete the reorganization would miss the opportunity to increase positive customer
support to County constituents and if the department rescinded the fee increase, lose revenue of up to $1,500,000.
CHILDREN'S IMPACT STATEMENT:
No impact.
