HomeMy WebLinkAboutMINUTES - 02041986 - WC I THE: BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on February 4, 1986, by the following vote: AYES: Supervisors F'anden, Schroder, McPeak, Torlakson, Powers i NOES: None ABSENT: None I ABSTAIN: None IN THE MATTER OF Reinstating Ba Delta Water Quality ) RESOLUTION NO. 86/ 48 WHEREAS, the Bay-Delta estuary is most central to the well being, recreation, and industry of Contra Costa County; and I WHEREAS, the Bay-Delta fisheries have declined and the probable potential for toxic substances from agricultural , industrial , and municipal discharge may have been contributing to that decline over the past three decades; and WHEREAS, the State Water Resources Control Board recognizes that the Bay-Delta estuary must be better protected, and is considering implementing a "best effort" program to reduIce the toxic load to the Bay; NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of the County of Contra Costa, California, hereby supports the State Water Resources Control Board effort to enforce stringent water quality and technology based standards in our beloved Bay-Delta estuary. FURTHER, BE IT RESOLVED that the Contra Costa County Board of Supervisors urges that the, stringent water quality standards be applied to all discharges equally and faiirly as soon as possible. PASSED and ADOPTED by unanimous vote of the Board on the fourth day of February 1986. FINANCIAL IMPACT None REASONS FOR RECOMMENDATION/BACKGROUND On January 28, 19861, Supervisor Fanden provided the Board with a resolution supporting the State Water Resources Control Board tentative order concerning wastewater discharge permit of the Chevron USA Refinery. This matter was referred by the Board to the Water Committee. The Water Committee met on February 3, 1986 to discuss this matter. The attached resolution is consistent with previous Board policies concerning protection of the water quality in the Bay/Delta system. The Committee added an additional provision that the water quality requirements also be placed on other discharges to the Bay in order to insure an equitable and improved water quality situation.
