AUTHORIZE the Chief Engineer, Contra Costa County Flood Control and Water Conservation District (Flood Control District), or designee, to participate with other partners in the San Francisco Bay Water Quality Improvement Fund “Flood Control 2.0” Grant Program for the period beginning October 1, 2013 through December 31, 2016. B. AUTHORIZE the Flood Control District to contribute staff time in support of the grant in the amount of $70,000. FISCAL IMPACT: Staff support of this grant will be funded 100% by Flood Control District Zone 3B funds (Fund 252000). The estimated cost from FY 2013 through FY 2016 is $70,000. BACKGROUND: (CONT'D) type of flood protection programs. Other partners in this project are the San Francisco Estuary Institute, the Marin County Flood Control and Water Conservation District, the San Francisquito Creek Joint Powers Authority, The San Francisco Bay Joint Venture, and the San Francisco Bay Conservation and Development Commission. Lower Walnut Creek would be one of the three bay area streams studied in this project. This “Flood Control 2.0” project would investigate ways to transform costly trapped sediment in local flood control channels from a liability into a resource. The project assembles an interdisciplinary team that links regional science expertise with local flood control agencies and will develop innovative solutions to the sediment problems that plague local creeks at their mouth. Lower Walnut Creek is an excellent match for this program, because it has nearly 1,000,000 cubic yards of accumulated sediment, and removal of that sediment near the mouth is extremely costly because of the mitigation required for the dredging impacts. The presence of rare and endangered species at the mouth of Lower Walnut Creek further complicates any dredging approach. This “Flood Control 2.0” project will help map out a new and more sustainable path forward, and the lessons learned can hopefully be used in other channels around the Bay Area. CONSEQUENCE OF NEGATIVE ACTION: If the recommended action is not followed, the Flood Control District will not participate in this grant, and $50,000 in state grant funds awarded to participants and specifically allocated to Lower Walnut Creek Watershed will be forfeited.
