APPROVE the 2013 Kensington Area Microsurfacing Project and AUTHORIZE the Public Works Director, or
designee, to advertise the project [DCD-CP#12-39] Project No.: 0672-6U2180.
FIND the project is a California Environmental Quality Act (CEQA), Class 1(c) Categorical Exemption, pursuant to
Section 15301(c) of the CEQA Guidelines, and
DIRECT the Director of Conservation and Development to file a Notice of Exemption with the County Clerk, and
AUTHORIZE the Public Works Director to arrange for payment of a $25 fee to Conservation and Development for
processing, and a $50 fee to the County Clerk for filing the Notice of Exemption.
FISCAL IMPACT:
This project is funded by Road Funds (100%).

Subject:APPROVE the 2013 Kensington Area Microsurfacing Project& make related findings under CEQA, Kensington
area. (100% Local Road Funds) (District I)
BACKGROUND:
The purpose of the project is to apply a micro-surface treatment to selected streets (approximately 92,115 square
yards) to extend their pavement life. The micro-surface pavement seal is a polymer-modified, quick setting, cold
slurry paving treatment that will extend the pavement life of the roadway and defer more expensive repairs by
weatherproofing and delaying oxidation, restoring surface texture, providing a skid-resistant wearing surface, and
correcting minor surface profile irregularities. The selected streets scheduled to receive micro-surface treatment
are, but not limited to: portions of Arlington Avenue, Eureka Avenue, Franciscan Way, Sunset Drive, Lost Altos
Drive, Beloit Avenue, Arlington Lane, Anson Way, Highgate Road, Norwood Avenue, Arlington Court, Jessen
Court, Edwin Drive, Kerr Avenue, Rincon Road, Cowper Avenue, Lawson Road, Highland Boulevard,
Kenilworth Drive, Norwood Court, Kensington Road, Kensington Court, Arlmont Drive, Marguerita Road,
Arlington Boulevard, and Lam Court.
The project consists of road surface preparation, base failure repair, weed removal, cleaning & sweeping roadway
surfaces, application of a micro-surface treatment and thermoplastic striping on the roadway, and site cleanup.
The project will maintain the existing drainage pattern and will not create new impervious areas. Appropriate Best
Management Practices (BMPs) will be implemented to protect storm drain inlets. Utility relocations or
adjustments may be necessary in support of the project. No tree removal will be necessary. Tree and shrubbery
trimming may occur throughout the project area. In order to minimize damage to trees, any roots exposed during
construction activities will be clean cut.
Construction activities for the Project are planned for 2013. Residents will be notified prior to any construction
activities. One lane will remain open during construction activities to maintain general access. Emergency vehicles
will have access at all times.
CONSEQUENCE OF NEGATIVE ACTION:
Delay in approving the project will result in a delay of design and construction and may jeopardize funding.

pavement and base failure repair, weed removal, cleaning & sweeping roadway surfaces; application of a micro-surface treatment
and thermoplastic striping on the roadway, and site cleanup. Herbicides may be sprayed to remove weeds growing on the edge of
pavement. The project will maintain the existing drainage pattern and will not create new impervious areas. Appropriate Best
Management Practices (BMPs) will be implemented to protect st orm drain inlets. No tree removal will be necessary. Tree and
shrubbery trimming may occur throughout the project area. In order to minimize damage to trees, any roots exposed during
construction activities will be clean cut.
