HomeMy WebLinkAboutMINUTES - 08212012 - D.1RECOMMENDATION(S): ACCEPT a continuation update oral report on the event at the Chevron Refinery in Richmond. FISCAL IMPACT: None from the report. There may be unknown fiscal implications due to the impact of the fire on the community. BACKGROUND: On Monday, August 6, 2012 at approximately 6:30 p.m. a fire broke out at the Chevron Refinery in Richmond. According to Chevron, the fire was in their "No. 4 Crude Unit" which processes crude oil. The fire was contained by 10:40 p.m. and the shelter in place was lifted at 11:05 p.m. The last time there was an explosion and fire at the refinery was in 2007. There are 1,200 employees at the refinery and all have received training for fires and disasters. There were five Chevron emergency responders that received minor burns, which were treated at the refinery. The plume from the fire was an estimated 3,000 to 4,000 feet above ground level. BART stations in Richmond, North Berkeley, El Cerrito Plaza and El Cerrito del Norte stations were closed for a time. Three refinery workers reported minor injuries from the fire and Kaiser Permanente Richmond Medical Center treated about three dozen patients who were complaining of respiratory problem. Doctor's Hospital in San Pablo also saw a large number of patients. Health Services Department staff will provide additional information in their oral report. CONSEQUENCE OF NEGATIVE ACTION: The Board and the public will not be fully informed of the issues, future concerns, and next steps. CHILDREN'S IMPACT STATEMENT: Not applicable.
