FISCAL IMPACT: No fiscal impact. BACKGROUND: The Employment and Human Services Department submits a monthly report to the Contra Costa County Board of Supervisors (BOS) to ensure ongoing communications and updates to the County Administrator and BOS regarding any and all issues pertaining to the Head Start program and Community Services Bureau. Director 40 Douglas Drive Martinez, CA 94553 Tel 925 313 1551 Fax 925 313 1772 www.cccounty.us/ehsd To: David Twa, County Administrator From: Terry Speiker, Interim Director Subject: Monthly Report Date: August 7, 2012 In effort to ensure ongoing communication with the County Administrator, Board of Supervisors and Head Start Policy Council and the Economic Opportunity Council, attached is the Bureau’s monthly report that contains all issues pertaining to the Head Start program, Community Action and Community Services Bureau (CSB). Bureau Highlights  July enrollment is reported at 100% for our programs.  The Bureau completed and submitted the Federal Head Start and Early Head Start re- competition applications in advance of the July 18, 2012 deadline. CSB expects to hear the results by December 2012.  The Bureau submitted the Expenditure Activity Report to the California Department of Community Services and Development for the Low-Income Housing & Energy Programs (LIHEAP).  The Bureau submitted to California Department of Education the Monthly and Quarterly Caseload and Expenditure Report for Child Development contracts, including CalWORKS Stage 2 and Alternative Payment Programs.  In compliance with ARRA reporting requirements, the Bureau submitted the ARRA reports for Department of Energy (DOE) Weatherization Assistance Program ARRA and the Early Head Start Expansion ARRA.  On July 20, 2012, the Office of Head Start notified the Bureau that the 2012 Head Start and Early Head Start grant will be extended from December 31, 2012 through June 30, 2013. The Bureau is required to submit the application for extension of the budget period by October 3, 2012. The annual funding level for this budget extension is $21,604,926 for both Head Start and Early Head Start Programs.  The State Department of Community Services and Development (CSD) will conduct on-site monitoring review of the 2009 Department of Education (DOE) ARRA and Weatherization contracts. The on-site review will take place on August 13 through August 17, 2012. The purpose of the on-site visit is to ensure that programs comply with the State and Federal laws and regulations, as well as CSD’s internal policies and procedures, and to determine if work accomplished or planned is consistent with the work described in the approved contracts.  In compliance with Federal regulation, the Bureau submitted its semi-annual 2012 Financial Status Report (SF-425) to Administration of Children and Families (ACF) for Head Start & Early Head Start programs.  CLOUDS system went live as of July 1, 2012. She was eager to learn about CSB’s program and services and was happy to see the quality services provided to our children and families. Ms. Maben wrote in the George Miller III guest book, thanking the CSB team for the inspiring tour of the program and she commented: “Your dedication to this important work will make a difference for children and their families in the many years to come! Congratulations!”  The California Department of Education approved the use of 2010-2013 Facility Repair & Renovation grant funds to replace two playground surfaces and to stripe a parent parking lot at the Balboa Children’s Center in Richmond. The new play surfaces will improve cleanliness and safety of the two playgrounds. The striping in the parking lot will provide designated parking spaces and one-way traffic flow to improve safety for the families we serve.  Six staff attended the California Head Start Policy and Leadership in Burlingame. Two senior managers received updates on National and State policy trends, and five staff including two senior managers, two site supervisors and a personnel analyst attended the True-Speak seminar to learn strategies and techniques to enhance CSB’s Chronological Supervision system.  The top three parent-requested referrals are: (1) Parenting Education, (2) Health Education, and 3) English as Second Language (ESL) Training.  The top three nutritional assessments that were completed this month remain the same as last month: (1) Overweight/Obese, (2) Anemia, and (3) Food Allergies. Bureau Activities  Policy Council: The Policy Council did not meet in July and will resume August 15, 2012.  Male Involvement: The meeting was held July 31, 2012 at Los Arboles Children’s Center in Oakley. The topic for the training was: Appreciating How Fathers Give Children a Head Start.  The CSB Summer Family Newsletter was sent out to both directly-operated and partner sites for distribution to program families. The newsletter included benefits of outdoor play, transition tips for parents and children, and the importance of bringing children to school on time, everyday.  The Comprehensive Services Refresher Training took place on July 12, 2012. This training is presented annually to comprehensive services staff to review procedures and present program updates. This refresher training will be presented to site supervisors later this month.  The Elks Vision Screening was conducted in July at various CSB childcare centers, including Balboa, Crescent Park, George Miller III, Brookside, Lake, Lavonia Allen and Los Nogales. The Elks program screens over 50,000 children per year and their goal is to significantly decrease the number of children at risk for amblyopia or “lazy eye” and other vision problems. CAIR is a secure, confidential, statewide computerized immunization information system for California residents. This system allows registered users to access immunization information and determine vaccinations due dates.  The July Economic Opportunity Council (EOC) meeting was held July 12, 2012. Contessa Bunn, a Senior Regional Outreach Specialist from Richard Heath and Associates (RHA), presented information on the California LifeLine Program. The program assists in providing discounts for local home phone service to eligible consumers.
