Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, a
Memorandum of Understanding Agreements with each of the following entities to receive, store, and maintain
medical surge assets for the Public Health Emergency Project for the period from June 1, 2012 through May 31,
2017, pursuant to approved Agreement #28-352 between Contra Costa County or its Health Services Department,
Public Health Division, and California Department of Public Health: San Ramon Regional Medical Center, a
California Corporation; United States Army for its Military Surface Deployment and Distribution Command
(SDDC), 834th Transportation Battalion (Trans BN), a government agency, and Contra Costa County Regional
Medical Center.
FISCAL IMPACT:
These Agreements are non-financial agreements. No County funds are required.

Subject:Agreements with multiple entities to store on behalf of Contra Costa County Public Health and Medical Surge Assets
BACKGROUND: (CONT'D)
2400 LVT 1200 Ventilators, 26.1 million N95 respirators, 2.8 million treatment courses of oral antiviral medications,
and 320 alternate care site caches ready for rapid deployment during a public health emergency and has provided
preventive maintenance for all ventilators, keeping them in patient-ready order. Recently, CDPH lost its financial
resources for storing and maintaining these public health and medical surge assets at the State level and is working
through local Health Departments (LHD), private sector, and the federal government to find alternative storage space,
in an effort to keep the assets available for large-scale emergency events in California. There are very few suitable
storage locations for these assets. The County has identified storage locations for a portion of County’s allocation of
these assets with the entities specified in this board order, and those entities are willing to store the medical surge
assets pursuant to the terms of the agreements.
On February 14, 2012, the Board of Supervisors approved Agreement #28-352 with the California Department of
Public Health to allow the County to receive, store, and maintain medical surge assets for the Public Health
Emergency project and to be automatically renewed from year to year unless sooner terminated by either party. That
agreement authorizes the County to enter into agreements with third parties for deployment and storage of the
medical surge assets on County’s behalf. The County will contract with the following entities for deployment and
storage of the medical surge assets: San Ramon Regional Medical Center, a California Corporation; United States
Army, Military Surface Deployment and Distribution Command, 834th Transportation Battalion, a government
agency, and Contra Costa County Regional Medical Center, to receive, store, and maintain medical surge assets for
the Public Health Emergency Project. These agreements include agreeing to indemnify and hold each entity and
CDPH harmless for claims related to the storage, damage, destruction, loss, quality or suitability of the medical surge
assets or any other material transferred by County to the entity under the agreement, through May 31, 2017.
CONSEQUENCE OF NEGATIVE ACTION:
If these agreements are not approved, the residents of Contra Costa County will not have quick access to these public
health and medical surge assets if needed during an emergency response.
