APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, on behalf of the
Workforce Development Board (WBD), to execute a contract with the Oakland Private Industry Council (OPIC) in an
amount not to exceed $142,479, to provide fiscal and administrative services to the WDB related to the East Bay
Works (EBW) system cost-sharing agreement for the period July 1, 2012 through June 30, 2013.
FISCAL IMPACT:
$142,479: 100% Federal Workforce Investment Act Funds.
BACKGROUND:
The WDB approved the selection of OPIC to serve as fiscal agent and administrator for Contra Costa’s portion of the
EBW. OPIC is responsible for processing payments and ensuring that Contra Costa County’s share of regional grants
are managed and implemented appropriately. OPIC also provides support to the operations of the WDB’s One-Stop
Career Centers.
The Workforce Investment Act funding for this contract is as follows: $71,239 Adult, and $71,240 Dislocated
Worker. (18-062-14)

CONSEQUENCE OF NEGATIVE ACTION:
Contra Costa County will have less opportunity to participate in regional grants and projects that promote job
training, education, and employment.
