Subject:P300 21131 Add 36 Eligibility Worker I Positions to Create a Training Unit
BACKGROUND:
The Employment and Human Services Department has recently experienced a high rate of attrition and it is
impractical to wait until positions become vacant to start the hiring and training process. The classroom training
period for Eligibility Worker trainees for the Medi-Cal, CalFresh (formerly known as Food Stamps), and
CalWorks programs typically runs from 12 to 20 weeks. The recruitment and hiring process for Eligibility Worker
staff typically takes six to eight months. Adding these positions will allow for new trainees to be hired, trained,
and ready to move into vacant funded positions as they occur throughout the department. These 36 positions will
allow EHSD to hold two training classes with 18 trainees in each class.
CONSEQUENCE OF NEGATIVE ACTION:
Not having training positions available to use to prepare new hires to move into vacant budgeted positions causes
delays in filling permanent positions which leads to application and eligibility determination backlogs and delays.
Not being able to fill budgeted vacancies timely also causes EHSD to under-run federal and state program
allocations and unable to draw down all available federal and state revenue.
CHILDREN'S IMPACT STATEMENT:
Four of the community outcomes established in the Children's Report Card are impacted and supported by the
Medi-Cal, CalFresh, and CalWORKs programs. They are: (1) Children Ready for and Succeeding in School; (2)
Children and Youth Healthy and Preparing for Productive Adulthood; (3) Families that are Economically Self
Sufficient; and (4) Families that are Safe, Stable, and Nurturing. These programs assist children by providing
eligibility for Medi-Cal, food assistance, and CalWORKs assistance and services that help the entire family
become economically self sufficient. Children are adversely impacted when their families do not receive timely
Medi-Cal, CalFresh, and CalWORKs assistance and services.
