HomeMy WebLinkAboutMINUTES - 08212012 - C.29RECOMMENDATION(S): ADOPT Position Adjustment Resolution No. 21130 to add one (1) Comprehensive Services Assistant Manager-Project (9MS7) (unrepresented) position at salary level C85 1208 ($3,436 - $4,176) and cancel one (1) Comprehensive Services Manager-Project (9MS3) (unrepresented) vacant position #14153 at salary level C85 1454 ($4,384 - $5,329) at the Community Services Bureau of the Employment and Human Services Department effective August 20, 2012. FISCAL IMPACT: Community Services Bureau is requesting to cancel a Comprehensive Services Manager-Project position and add a Comprehensive Services Assistant Manager-Project position. This will result in savings for the Bureau. No County funds will be used to fund and maintain the new position. The funding for the new Comprehensive Services Assistant Manager-Project position will be 100% from the Bureau's Community Services Block Grant. The Bureau requests to downgrade this position to Comprehensive Services Assistant Manager-Project. Recently the oversight of Community Action Program (CAP) and Community Services Block Grant programs has been assigned to an Administrative Services Assistant III. Therefore, the assistance of one lower level manager, such as, Comprehensive Services Assistant Manager will be sufficient to plan, coordinate and manage the Community Action Program and the Community Services Block Grant under the directions of an Administrative Services Assistant III. CONSEQUENCE OF NEGATIVE ACTION: Failure to downgrade the Comprehensive Services Manager position to a Comprehensive Services Assistant Manager position will prevent the Bureau from saving funds and ensure effective staffing of the program unit. This in turn may result in future financial difficulties for the Community Services Bureau. CHILDREN'S IMPACT STATEMENT: Community Services Bureau supports all five community outcomes established in the Children’s Report Card: (1) Children Ready for and Succeeding in School; (2) Children and Youth Healthy and Preparing for Productive Adulthood; (3) Families that are Economically Self Sufficient; (4) Families that are Safe, Stable and Nurturing; and (5) Communities that are Safe and Provide a High Quality of Life for Children and Families.
