1005 ($2,896 - $3,520) and cancel eight (8) Teacher (CJN1) (represented) positions #13447,#13449, #13452,
#13453, #13715, #14135, #14137, and #14131 at salary level QH5 0974 ($2,726 - $3,314) in the Community
Services Bureau of the Employment and Human Services Department effective August 20, 2012.
FISCAL IMPACT:
The funding available by canceling eight (8) vacant funded Teacher positions will be sufficient to fund seven (7)
Master Teacher positions in CSB of the EHSD. See calculations below:

Teacher Positions.

BACKGROUND:
Due to current reduction in its state budget, CSB restructured some of its child care centers by converting full
Due to current reduction in its state budget, CSB restructured some of its child care centers by converting full
day/full year centers into part day/part year centers. In result of this change, CSB will have several part day/part
year only centers. By federal and state regulations, these centers do not require to be staffed with Site Supervisors.
Oversight of these center can be provided by Teachers who meet Community Care Licensing requirement and
possess adult supervision course work and experience. The classification of Master Teacher which exist within
CSB meets these requirement. Therefore, CSB will staff the part day/part year only centers with Master Teachers.
Adding additional Master Teacher positions will provide opportunity for professional growth for the CSB staff
and will create a career ladder consistent with the California State Department of Education Child Development
Permit Matrix. Additionally, staffing the centers with Master Teachers and eliminating the site supervisors will
result in significant cost reduction.
CONSEQUENCE OF NEGATIVE ACTION:
Failure to add the Master Teacher positions and staff the part day/part year only centers with Master Teachers may
result in inadequate staffing of these centers, inefficient operation and failure to meet Community Care Licensing
Requirements.
CHILDREN'S IMPACT STATEMENT:
The Employment & Human Services Department Community Services Bureau supports three of Contra Costa
County’s community
outcomes - Outcome 1: “Children Ready for and Succeeding in School,” Outcome 3: “Families that are
Economically
Self-sufficient,” and, Outcome 4: “Families that are Safe, Stable, and Nurturing.” These outcomes are achieved by
offering
comprehensive services, including high quality early childhood education, nutrition, and health services to
low-income children
throughout Contra Costa County.
This action will not have any impact on the children and the services provided by CSB.
