Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Contract
#25–042–19 with Greater Richmond Inter-Faith Program, a non-profit corporation, in an amount not to exceed
$1,944,018 to provide respite and emergency shelter program services for adults, for the period from July 1, 2012
through June 30, 2013.
FISCAL IMPACT:
This Contract is funded by: 38% Federal funds, 45% State Mental Health Services Act, 5% by Enterprise Fund I and
12% Contra Costa County Agencies, including Contra Costa Employment and Human Services Department, Housing
Authority of Contra Costa County, and County General Fund. (No Rate Increase)
BACKGROUND:
This Contract meets the social needs of County’s population by providing emergency shelter services, twenty-four
hours per day, seven days per week, to homeless adults in Central and West County.

BACKGROUND: (CONT'D)
July 12, 2011, the Board of Supervisors approved Contract #25–042–18 with Greater Richmond Inter-Faith Program
for the period from July 1, 2011 through June 30, 2012, for the provision of emergency shelter and respite services
for homeless individuals discharging from hospitals and in need of medical stabilization.
Approval of Contract #25–042–19 will allow the Contractor to continue providing services through June 30, 2013.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, County’s homeless clients will experience longer wait times receiving shelter and
respite services.
