Approve and authorize the Purchasing Agent, on behalf of the Health Services Department, to execute a Purchase
Order with Oracle America, Inc. in the amount of $200,000, for the purchase of software and maintenance of its
General Ledger application, for the period from August 1, 2012 to December 31, 2013.
FISCAL IMPACT:
Funding for this initiative is from Enterprise Fund I.
BACKGROUND:
For several years, Contra Costa Health Services (CCHS) has used the Oracle PeopleSoft application for its general
ledger functionality. The version CCHS is currently using is approximately 15 years old and is no longer supported
by the vendor. CCHS needs to upgrade the application to the current release in order to take advantage of new
technologies and increased functionality.

CONSEQUENCE OF NEGATIVE ACTION:
If this purchase order is not approved, CCHS will be forced to use unsupported and outdated software. In the event of
a major software malfunction, Oracle would be unable to correct the problem. The outdated software does not allow
CCHS to take advantage of the new features and functionality included in the current version.
