23 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on February 4, 1986 _ by the following vote: AYES: Supervisors Schroder, McPeak and Torlakson NOES: Supervisors Fanden and Powers ABSENT: None ABSTAIN: None SUBJECT: In the Matter of the Cherry ) Resolution No. 86/49 Lane North General Plan ) Amendment ) The Board of Supervisors of Contra Costa County RE- SOLVED that: There is filed with this Board and its Clerk a copy of Resolution No. 59-1985 adopted by the Contra Costa County Plan- ning Commission proposing an amendment to the County General Plan easterly of the Pleasant Hill BART station in the Walnut Creek area. On January 28, 1986, this Board held a hearing on said amendment. Notice of said hearing was duly given in the matter as required by law. The Board at the hearing called for testimo- ny of all persons interested in this matter and numerous persons spoke. At the conclusion of the testimony, the Board closed the public hearing and continued the item to February 4, 1986 for a decision and requested staff to prepare a revised text and map. At it' s February 4, 1986 meeting, the Board determined to accept the County Planning Commission' s recommendation except to utilize the modified text as submitted in the February 3, 1986 memorandum on this subject from the .Director of Community Development, attached hereto as Exhibit "A. " Aaaitionally, the plan map was modified to show the- parcels called the Desco grouping as Multiple Family Residential High Density. The Board hereby finds that the proposed amendment will have an impact on the environment and that an Environmental Impact Report was prepared and processed in compliance with the California Environmental Quality Act and the County' s Environmen- tal Impact Guidelines. The Board hereby accepts the County Planning Commission' s environmental findings as outlined in Resolution No. 59-1985 and all other determinations set forth therein, including the Commission's finding of social, economic and other overriding considerations, as their own. The Board further directs the County Community Develop- ment to incorporate this proposed amendment into a combined amendment to the General Plan which this Board will consider for adoption during the 1986 calendar year as one of the four permit- ted amendments to the mandatory elements of the County General Plan. The amendment modifies certain land use designations to the advantage of opportunities for private redevelopment of certain lands adjacent to the east of the Pleasant Hill BART Station. Development occurring within the amendment area shall be subject to the Pleasant Hill BART Specific Plan Development fee. IL PURPOSE OF THE AMENDMENT This amendment provides a balance between the protection of a stable single family ; residential neighborhood and the need to provide new housing opportunities at significant densities adjacent to the Pleasant Hill BART Station. This amendment accomplished those purposes by placing the higher density immediately adjacent the Pleasant Hill BART station, and by requiring that road access from the areas designated for multiple use be directed away from Cherry Lane. The directing of traffic away from this unique residential area along Cherry Lane will, minimize the effect of traffic growth in the area and keep the area viable. III. LAND USE ELEMENT The five land use designations referred to in this amendment are defined below and are applied to the areas shown on Map A: Single Family Residential - Low Density This land use category provides for housing at 1-3 units per net acre. The land in this designation covers a large portion of the planning area which is presently zoned R-15. Multiple Family Residential - Medium Density This land use category provides for 12-21 units per net acre and includes the Honey Trail Condominium project. Multiple Family Residential - High Density This category varies from the Countywide use of this designation because it will allow for consideration of projects between 30 and 45 units per gross acre. The purpose of the designation is to allow for more intense density of residential units immediately adjacent to the Pleasant Hill BART Station. Projects in this area shall be developed to minimize impact on adjacent planned single family residential areas. All lands redeveloping under this text shall have access from Del Hombre Lane or at the southern end of Cherry Lane to limit traffic diversion along Cherry Lane through the single family residential areas. These areas, P. 2 shall be designed so as to discourage traffic off Cherry Lane (except near the intersection of Treat Blvd.). The projects shall be designed to provide a transition or buffer to the adjacent planned single family areas. Special consideration will be given for rental housing in the area. Office These areas provide for general office uses. The criteria for office use in this area will continue to require: o That minimum development requirements shall be those of the Limited Office (0- 1) District o That no parking shall be permitted on Treat Boulevard o That no new ingress or egress to be permitted from Treat Boulevard A parallel service road northerly of Treat Boulevard will need to be completed to serve new office uses. Parking for those areas will be handled in a fashion consistent with the existing design theme of buildings fronting on Treat Boulevard with parking placed elsewhere on the site. Public and Semi-Public This designation reflects the BART line and the Walnut Creek Flood Control Channel. IV. SPECIAL CONSIDERATIONS FOR THE MULTIPLE FAMILY AREAS In considering the redevelopment of the area, higher densities shall be greatest along Treat Boulevard and adjacent to the Pleasant Hill BART station and shall decrease near the planned single family residential areas along Cherry Lane. In addition, this plan text includes consideration of the buffering of the multiple family residential impacts from the remaining single family residential acreas through the use of extensive building setbacks, tall masonry fences (to minimize noise), limiting the height of structures and extensive landscaping with large fast growing species and mature vegetation. Efforts should be. made to preserve large specimen trees existing in the area as it redevelops. A unified streetscape program should be developed for all projects in the high density areas. This area will participate in traffic solutions, at a minimum by, participation in the Pleasant Hill BART Station Specific Plan Development Fees and through directing traffic away from Cherry Lane. The Specific Plan fees will provide funds toward the construction of the new planned roadway along the abandoned Southern Pacific right-of-way. That should improve area circulation and be constructed to be available to serve project traffic. Much of the area has already been consolidated into reasonable grouping of parcels to allow for integrated project design.
