APPROVE and AUTHORIZE the Employment and Human Services Department Interim Director, or designee, on
behalf of the Workforce Development Board of Contra Costa to execute a contract with City of Pittsburg to pay
County an amount not to exceed $150,000 for community outreach, training, and adult employment services to the
Pittsburg/Bay Point Enterprise Zone including mutual indemnification against any claim arising out of the
performance of this contract for the period of July 1, 2012 through June 30, 2013.
FISCAL IMPACT:
County to receive up to $150,000 from City of Pittsburg for services to the Pittsburg/Bay Point Enterprise Zone.
BACKGROUND:
The State of California Legislature created the California Enterprise Zone Program to stimulate economic growth in
economically depressed application area(s). The program offers businesses located in economically depressed area(s)
special tax credits and incentives in order to stimulate local investment and employment. The City of Pittsburg
submitted an application

BACKGROUND: (CONT'D)
for Designation of the Pittsburg/Bay Point Enterprise Zone and was grant said designation. The Enterprise Zone
activities will include marketing of the program, job development, program management, financing, strategic
program planning, local incentive and vouchering in support of the Pittsburg/Bay Point Enterprise Zone.
The City of Pittsburg seeks to collaborate and retain the Workforce Development Board of Contra Costa to undertake
and perform Pittsburg/Bay Point Enterprise Zone services and activities. Services and activities include, but are not
limited to Enterprise Zone program coordination, strategic program planning, community outreach, program
marketing, job and business development, training, and adult employment services.
CONSEQUENCE OF NEGATIVE ACTION:
Without funding Workforce Development Board services planned for the Pittsburg/Bay Point Enterprise Zone would
be severely curtailed.
CHILDREN'S IMPACT STATEMENT:
The revenue will support three of the community outcomes established in the Children's Report Card, 3) "Families
that are Economically Self Sufficient"; 4) "Families that are Safe, Stable and Nuturing"; and, 5) Communities that are
Safe and Provide a High Quality of Life for Children and Families by providing employment and training to obtain
and maintain non-subsidized employment facilitating self sufficiency.
