BACKGROUND: The Health Services Department is requesting to reclassify position #11758 and incumbent Oludolapo Macaulay from Community Health Worker II (VKVB) to Community Health Worker Specialist in the Healthy Start Program at the Richmond Health Center. As a result APPROVE OTHER RECOMMENDATION OF CNTY ADMINISTRATOR RECOMMENDATION OF BOARD COMMITTEE Action of Board On: 08/14/2012 APPROVED AS RECOMMENDED OTHER Clerks Notes: VOTE OF SUPERVISORS AYE:Candace Andersen, District II Supervisor Mary N. ATTESTED: August 14, 2012 David Twa, County Administrator and Clerk of the Board of Supervisors By: Carrie Del Bonta, Deputy cc: Roxana Mendoza, Nicole Lewis-Bolton, Dorette McCallum C. 35 To:Board of Supervisors From:Ted Cwiek, Human Resources Director Date:August 14, 2012 Contra Costa County Subject:P300 to Reclassify one Community Health Worker II position and incumbent to a Community Health Worker Specialist BACKGROUND: (CONT'D) of a classification study conducted in 2000, it was determined that Community Health Worker IIs assigned to the Healthy Start Program be reclassified to the Specialist Level because incumbents perform less clerical duties and provide more client-centered education and assessment under the supervision of a nurse. Ms. Macaulay is currently performing initial assessments for the Healthy Start clients in the areas of health education and psychosocial issues, conducting and facilitating nutrition and pre-natal classes, and making referrals according to protocols. The incumbent independently conducts initial clients and family needs evaluations; interviews clients and their families to develop a social/health care needs plan; assists staff in assessing specific conditions and in developing treatment plans. Ms. Macaulay has been performing at the higher level duties for more than six months. In review of Ms. Macaulay’s application, I have confirmed that she meets the minimum qualifications to be reclassified to the Community Health Worker Specialist classification. She has almost four years of experience providing health care education information and services to clients in our communities. CONSEQUENCE OF NEGATIVE ACTION: If this action is not approved, the incumbent will not be classified and compensated appropriately. CHILDREN'S IMPACT STATEMENT: Not applicable.
