APPROVE the purchase of the real property located at 211 C Street, Martinez, California identified as Assessor’s
Parcel Number 372-191-011 for the sum $252,500 in accordance with the Purchase and Sale Agreement dated July
16, 2012, between Michael L. Bepler and Contra Costa County, pursuant to Government Code Section 25350.
DECLARE that this Board on June 26, 2012, approved a Notice of Intention to Purchase Real Property fixing July
24, 2012 at 10:00 a.m., or thereafter, in its Chambers, County Administration Building, 651 Pine Street, Martinez,
California, as the time and place where it would meet to consummate the purchase of the real property described
therein from Michael L. Bepler, necessary for parking improvement purposes. Said Notice was duly published in the
Contra Costa Times in compliance with Government Code Section 6063.
DETERMINE that this activity will not have a significant effect on the environment, and that it has been determined
to be exempt from the California Environmental Quality Act (CEQA) under State CEQA guidelines, Class (11)(b)
Section 15311, (CP-12-36). This Board DIRECTS the Director of the Department of Conservation and Development
(DCD) to file a Notice of Exemption with the County

Subject:APPROVE the Purchase of Real Property from Michael L. Bepler located at 211 C Street, Martinez.
RECOMMENDATION(S): (CONT'D)
Clerk, and DIRECTS the Public Works Director, or designee, to arrange for payment of the $50 fee to the County
Clerk for filing and a $25 fee to the DCD for processing of the Notice of Exemption.
ACCEPT the Grant Deed from Michael L. Bepler, and AUTHORIZE the Public Works Director, or designee, to
execute the Purchase and Sale Agreement on behalf of the County.
AUTHORIZE the Auditor-Controller to issue a check in the sum of $252,500 made payable to North American
Title Company, 4255 Hopyard Road, Suite 1, Pleasanton, CA 94588, their Escrow Number 1160362, Attn:
Evelyn Bowens-Chambers (925)847-9570.
DIRECT the Real Estate Division of the Public Works Department to have the above-referenced Grant Deed
delivered to the Title Company for recording in the Office of the County Recorder.
FISCAL IMPACT:
The project will be funded 100% through the Enterprise Fund I revenues.
BACKGROUND:
Adequate parking is a perennial problem for Contra Costa Regional Medical Center (CCRMC) staff and patients.
While additional parking is currently being constructed, there will not be sufficient parking spaces for the
anticipated service expansions.
The owner of 211 C Street has proposed to sell the property, adjacent to the CCRMC, as a finished parking lot
which will contain approximately 23 parking spaces and help resolve some of the parking problem.
CONSEQUENCE OF NEGATIVE ACTION:
If the County does not buy the property, the parking problem at CCRMC does not improve.
CHILDREN'S IMPACT STATEMENT:
Not Applicable.
